For the first time in 48 years, Pennsylvania Democrats hold every lever of power in Harrisburg, handing Gov. Josh Shapiro an unobstructed path to advance his agenda when the 2027 legislative session convenes in January. Tuesday’s election delivered the party the governor’s office plus majorities in both the state House and Senate, a trifecta not seen since 1978, and on Wednesday Shapiro gathered with House Speaker Joanna McClinton and incoming Senate President Pro Tempore Jay Costa at the governor’s residence to lay out their priorities, 6ABC reported.
The shift means Shapiro can now pursue Democratic priorities with Democrats holding majorities in both the state House and Senate. “Here’s what I can guarantee you we will get done,” Shapiro said. “We will fund mass transit. We will raise the minimum wage, we will make sure women have the right to reproductive freedom here in the Commonwealth.” The governor joked about the historical rarity of the moment, noting that state Sen. Vincent Hughes “had an Afro the last time” Democrats controlled all three branches of state government.
The 2027 Agenda Takes Shape
Democratic leaders outlined a packed first 100 days, with plans to unveil specifics in the coming weeks. Beyond transit, wages and abortion rights, the agenda includes building more housing and addressing recreational marijuana, according to 6ABC. Axios reported an additional priority: creating a retroactive statute of limitations civil window for abuse survivors. The party holds at least 111 of 203 House seats and flipped the Senate 26-24, per Associated Press projections cited by Axios.
“We understand what voters in the Commonwealth of Pennsylvania said yesterday,” McClinton said. “We intend to use our power aggressively to change their lives,” Hughes said. Work is already underway behind the scenes to craft the agenda, Shapiro said, and leaders plan to move quickly when the session begins in January. Democrats said voters gave them a mandate to use their newly consolidated power.
Philadelphia’s New Grip on State Power
The trifecta’s center of gravity sits squarely in the Philadelphia region, Axios reported. McClinton represents Philadelphia and Delaware counties, while her leadership team includes Reps. Jordan Harris of Philadelphia and Tina Davis of Bucks County. Shapiro himself lives in Montgomery County, and the Senate Democratic leadership includes Christine Tartaglione of Philadelphia and Maria Collett of Montgomery County. Jay Costa of Allegheny County leads the Senate Democrats. This geographic concentration could steer resources and attention toward Southeastern Pennsylvania, Axios noted.
Budget Deficits May Drive Cannabis and Skill Game Legalization
The celebration comes as Pennsylvania barrels toward a massive budget deficit in future years, Axios reported. That fiscal pressure could open the door for relatively quick deals on legalizing recreational cannabis and skill games to generate new revenue. Yet Shapiro remained noncommittal Wednesday when asked about expanding LGBTQ+ rights, anti-gun bills, clean energy policies and criminal justice reform, Axios noted.

An early stress test looms over whether Democrats maintain their current House and Senate leadership or face a battle for top roles, Axios reported. Democrats will be sworn in on Jan. 5, leaving just two months to finalize their 100-day plan before the 2027 session begins.
Whether the new majority can maintain unity under the weight of those promises—and the coming budget fight—remains the open question as Harrisburg prepares for Democratic control not seen since 1978.
