The bypass route through Chu Se district (Gia Lai) belongs to the Ho Chi Minh road project with a length of more than 10 km, invested by Project Management Board 6 (Ministry of Transport), and has been put into use since 2019. However, until 2019. Currently, support for training, job change and job creation for the affected people has not been completed.

People are tired of waiting for support

Previously, in August 2021, the People’s Committee of Chu Se district set up a support plan for cases of support for training, job change and job search for 217 households in Ia Pal commune, Chu Se town with a total more than 26 billion VND. Ms. Nguyen Thi Chung (58 years old, living in residential group 5, Chu Se town) reflected: “My family still has more than 200 million VND that has not been compensated or supported. We went to the district many times, to the province to send a complaint, but the units kept instructing how to make the application, and the application did not know how many times. We have already sent an application to the Central Government. Many times traveling is very difficult, having to rent a car to travel is expensive. Our people have been waiting for a long time.”

In mid-2022, the Ministry of Transport sent a written request to Gia Lai Provincial People’s Committee to direct relevant units to provide documents, review compensation and support for households whose land was recovered. The Ministry of Transport also requested the Project Management Board 6 to urgently review and report to solve it completely, avoiding complaints and long-lasting lawsuits, but so far, the results have not been seen.

Also affected by the bypass, the family of Mr. Nguyen Cong Cuc (65 years old, residential group 5, Chu Se town) is still waiting for support in fatigue. Mr. Cuc said: “People keep messing around, the support money has not been paid yet. My family still has 47 million dong. I and the households here applied, opinions everywhere have not been resolved. Our relatives just want to get support soon to stabilize their lives.”

According to Mr. Cuc, his family has a son and two grandchildren who are currently suffering from Agent Orange disease, the family situation is difficult.

The fault of the People’s Committee of Chu Se district?

In 2022, Gia Lai Provincial People’s Committee has many official letters requesting Project Management Board 6 to consider allocating funds to support households whose land has been acquired under the project of Ho Chi Minh Road, the bypass through Chu Se district.

Before many opinions of voters, the Office of the Gia Lai National Assembly Delegation has also summarized and sent it to the Office of the Government and the National Assembly on the matter. Accordingly, the Gia Lai National Assembly delegation requested the Government to report and propose to the National Assembly to allocate capital in the state budget estimate in 2023 to pay for funding support for training, job change, job settlement. for 217 households in order to put an end to the large, prolonged, potential insecurity and disorderly lawsuits in the locality.

People expect the state to soon support.

After receiving the dispatch from the Government Office, the Ministry of Transport has responded in writing: The Ministry of Transport has reviewed the documents and documents provided by the Gia Lai Provincial People’s Committee and found that the application of the site clearance policy Failure to comply with regulations leading to additional funding is the fault of the People’s Committee of Chu Se district.

According to the Ministry of Transport, regarding the proposal to allocate funds in the state budget estimate in 2023, the medium-term public investment plan for the 2021-2025 period of the Ministry is very limited. The capital is mainly focused on important and urgent motivational projects according to the principles and criteria of the National Assembly, the Government and the Prime Minister, so it is not possible to balance the arrangement.

An official in Chu Se district confirmed that the locality is waiting for capital from the central government, and there is still no capital to support households.
