PERS Board Terminates Executive Director and Plans Leadership Transition

BISMARCK, N.D. (KFGO) – Just weeks following the state’s Public Employees Retirement System’s board chair was removed from her appointment as head of the pension oversight body by Gov. Doug Burgum, the board has terminated the employment of its executive director.

According to the board’s November meeting agenda, Scott Miller planned to announce his decision to retire from his post in regarding one year and had encouraged the board to begin a search for his replacement.  Instead, following the announcement was moved up on the agenda, a board member made the motion to terminate immediately.

The board approved the termination 6-5.

During the debate over the Governor’s proposed transition of public worker pensions from defined-benefit to defined-contribution in the last legislative session, the PERS Board and Miller publicly and adamantly opposed the reforms.

Miller’s deputy, Rebecca Fricke, was named as the interim executive director of PERS while the board initiates a search for Miller’s replacement.

The board agreed to buy out Miller’s remaining years-of-service if he hadn’t already reached his maximum and pay him 13 months severance.
