Peru selects South Korea’s Hyundai Rotem K2 Black Panther tank for military modernization

The modernization push represents a significant technological leap for Peru’s armed forces, replacing equipment that has been in service for over five decades. The strategy combines heavy armor acquisitions with local assembly infrastructure, alongside parallel diplomatic and military negotiations to secure a reinforced air defense wing.

The K2 Black Panther and Ground Force Overhaul

Following a evaluation process by the Technical Operational Study Committee that lasted more than a year, the Peruvian Army selected the K2 Black Panther manufactured by Hyundai Rotem in South Korea, as reported by Biobiochile. The acquisition plan aims to replace the military’s aging fleet of Soviet-era T-55 tanks, acquired in 1973, and French AMX-13 light tanks, which date back to 1954.

The agreement is structured across multiple production phases. An initial batch of 18 tanks and a second batch of 28 units will be manufactured directly in South Korea. The remaining units will be assembled domestically under a framework agreement signed between the Peruvian Army and Hyundai Rotem. This industrial arrangement involves a 15-year modernization program featuring an estimated investment of US$270 million to establish a local assembly plant, which is projected to incorporate about 30% local manufacturing content and services.

Weighing between 55 and 56 tons, the K2 Black Panther operates with a three-member crew consisting of a commander, gunner, and driver. It features a 120 mm smoothbore main gun with an automatic loader capable of firing up to 10 rounds per minute, supported by a 12.7 mm Browning M2HB secondary machine gun. The vehicle achieves road speeds of up to 70 km/h and cross-country speeds of 50 km/h, backed by a hydropneumatic suspension system and a hard-kill active protection system known as KAPS-2 designed to intercept high-speed incoming projectiles.

Parallel Air Defense Expansion and Budgetary Realities

While the ground forces transition to modern armor, the Ministry of Defense is simultaneously pressing forward with aerial upgrades. Minister of Defense Rafael Belaúnde Llosa confirmed that securing a second batch of 12 F-16 Block 70 fighters is a primary executive priority. Although an initial contract for 12 aircraft was signed in April, the Air Force aims for a minimum operational fleet of 24 jets to maintain adequate deterrence capabilities.

Belaúnde Llosa noted that the administration is navigating tight fiscal constraints, pointing to liquidity challenges inherited from the previous government that temporarily affected military pension obligations and emergency relief funding for weather events linked to El Niño. Despite these hurdles, the minister stated that obligations to retired personnel have been met as the government works to program public funds for the initial aircraft disbursements.

The push for the second fighter batch involves active coordination with Lockheed Martin and United States military representatives. Retired General César Torres Vega, a former vice minister of defense policies, emphasized that completing the 24-aircraft fleet is tied to international commitments with the United States. He noted that the acquisition must also be complemented by supporting infrastructure such as ground radars, airborne early warning and control aircraft, and aerial refueling tankers.

Broader Industrial Integration and Financial Scaling

The defense agreements extend beyond primary combat systems into wheeled armored vehicles and institutional restructuring. Initial steps included a contract for 30 K808 vehicles valued at approximately USD 60.9 million, with several units having already appeared in Lima military parades ahead of final testing in South Korea.

To streamline implementation, the procurement was channeled through the state-owned factory FAME S.A.C. rather than conventional strategic contracts managed by the Armed Forces Procurement Agency. While defense analysts observe that final financing and contracting phases for the heavy armor remain subject to ongoing budgetary allocations and legislative coordination, the technical selections and political framework are firmly in place.
