For activist Shawmar Pitts, the debate over technological infrastructure isn’t a theoretical exercise. As a lifelong resident of the Grays Ferry neighborhood in Southwest Philadelphia, Pitts grew up adjacent to the sprawling footprint of what was once the East Coast’s largest oil refinery.

Friends and family members in the area suffered through chronic health conditions for years. It wasn’t until 2018, when the environmental justice organization Philly Thrive tabled in his neighborhood regarding a proposed refinery expansion, that Pitts connected the dots. Reading through the distributed material on industrial health impacts, he recognized a grim pattern.

“I read the information they had on the table about how living near the refinery affects you, and I’m looking at all the sicknesses on this paper, and I’m like, ‘My mother has this, my sister has that, my next-door neighbor suffers from this’ — every house, someone has something on that list,” Pitts told TechCrunch. “From that point, I was all the way in.”

Pitts now serves as the managing co-director of Philly Thrive, spearheading the local push for a formal data center moratorium in Philadelphia.
