The relevant announcement for its launch was signed by Minister of Environment and Energy, Mr. Thodoros Skylakakis, Deputy Minister of Environment and Energy, Mrs. Alexandra Sdoukou and from him Deputy Minister of National Economy & Finance, Mr. Nikos Papathanasis.
Through the program, the installation of solar power plants up to 50kW by professional farmers, special status farmers and agricultural enterprises is supported. For this purpose, they should have an active agricultural supply and be registered in the Register of Farmers and Agricultural Holdings in the current year, in order to become energy independent. In practice, this means that by producing their own “green” energy, they will reduce their energy costs.
Beneficiaries will receive a 30% subsidy and up to 350 euros per kW, with the subsidy amount not being added to the de minimis aid received by farmers.
It is clarified that for power applications up to 30kW, net metering is applied, while for applications from 31kW to 50kW the consumption is offset, which coincides with the production of the photovoltaic plant, and if there is excess production this is compensated with a fixed price from the Administrator of Renewable Energy Sources and Guarantees of Origin (DAPEEP – as a simple self-producer).
A basic condition for submitting an application to the program is that the beneficiary has not started any work or order for the photovoltaic station.
As long as it has more than one rural electricity supply, it has the possibility of submitting an application for the financing of a photovoltaic plant with a power of up to 50kW for each of them.
Applications, for the purpose of financing, in the framework of the program: “Photovoltaics in the field”, are submitted until May 15, 2024, through an electronic platform (using the codes TAXISNET.
In the program, the applications will be ranked based on two groups of priorities and until the total budget is covered:
- Priority group A: Photovoltaics up to 10.8kW
- B’ Priority Group: Photovoltaics over 10.8kW and up to 50kW
The applications in each group will be ranked based on the time order of their submission, while the program will also include runners-up.
This initiative is implemented with the support of the Recovery and Resilience Fund.
It is worth pointing out that the submission of applications to the “Photovoltaics on the roof” program by professional farmers and for power up to 10.8kW is being completed today. However, the submission of applications continues, exclusively from households.
On the occasion of the announcement of the program the Minister of Environment and Energy, Mr. Thodoros Skylakakis, stated: “In the Ministry of Environment and Energy we designed and implement a program with the main benefit of reducing costs in the agricultural stream, for all professional farmers who will take advantage of it. This is achieved through the installation of photovoltaic stations, with a power of up to 50kW which provides, with a 30% boost of the total investment cost. This specific initiative comes as a follow-up to the reform bill that we recently submitted to public consultation, which includes the establishment of the “Apollo” program to reduce the energy costs of vulnerable households, first and second grade Local Government Organizations, Local and General Organizations of Sanitary Improvements and Municipal Water Supply and Sewerage Companies across the Territory. At the same time, we are taking measures regarding the settlement of debts to electricity providers, the Local and General Organizations for Sanitary Improvements (TOEB, GOEB), which amount to 87 million euros, while from May to September the additional 10% discount on rural electricity, following a decision by PPC”.
The Deputy Minister of Environment and Energy, Mrs. Alexandra Sdoukou, write down: “From today, professional farmers with a very simple and quick procedure will be able to submit their application for participation in the “Photovoltaics in the field” program and be subsidized with a rate of 30% for the installation of photovoltaic power stations up to 50kW. Recognizing the pressure created by the cost of electricity in the primary sector we have taken a series of initiatives towards the relief of farmers. With the action “Photovoltaics in the field” we implement a commitment of the Prime Minister to professional farmers with the annual reduction in the electricity bill for an average farmer (with an annual consumption of 30000kWh) to reach 3600 euros, while the next step is the activation of the “GAIA” Tariff which will ensure, on a long-term basis for farmers, low electricity prices as well as the promotion of a special program to settle their overdue debts for which the State will undertake the entire interest burden”.
