President of Conar Reveals Referee Banned for Life for Match Fixing in Peruvian Soccer: The Untold Story

President of Conar confirmed the name of the referee banned for life for match fixing.

On Tuesday, March 19, Carmen Retuerto, president of Conar, revealed that there were cases of match-fixing in Peruvian soccer in the years 2021 and 2022. In addition, she announced that the referee involved was investigated, found guilty and suspended. for life of exercising his function as a referee.

This news shook Peruvian soccer, because, although there were various rumors and even complaints of fixed matches, no case had been officially confirmed.

It should be noted that the former line judge stated that none of these corruption events occurred in the first division, but rather occurred in promotion tournaments such as League 2 and the Peru Cup:

“They take the name of League 1, but we, as a commission, have not received any complaint from any referee who has been involved in corruption issues. At no time have I assured that there is corruption in League 1,” he declared to Tv Perú.

Carmen Retuerto also confirmed that the referee suspended for life for participating in match-fixing was Miguel Santivañez, whom she also blamed for tarnishing the good honor of his colleagues.

“Was Miguel Santivañez banned for life? According to him, a person who has that background cannot be in the arbitration. Because of these types of bad elements, precisely at this moment, they are damaging the image and taking the names of all the referees,” he commented to América.

Miguel Santivañez ended his career as a referee after participating in match-fixing.

Retuerto also indicated that, when that case came to light, the public was transparently informed, and denied that the information had been hidden or handled with secrecy.

“His name was not hidden, it was public knowledge, everyone knew. All WhatsApp conversations were made public. When that complaint arrived, he went to the FPF Ethics Commission, which is in charge of carrying out the investigation,” he told the state channel.

The corruption case involving Miguel Santivañez came to light in January 2021 when Jean Acevedo, president of Sport Chavelines, accused him of receiving money to benefit Alianza Atlético in their match for the 2020 League 2 semifinals, match in which the ‘churres’ won 4-2, allowing them to reach the final, in which they beat Juan Aurich 2-1 and achieved promotion.

“I have proof. I received audios, WhatsApp, it has been something already planned. The one who negotiates with the referee asks him to finish it after 90 minutes so as not to suffer. Because he already wanted to collect his money from the bets. Sulca (President of Conar at that time) saw that all the chats came from Santivañez’s cell phone and that is very conclusive. There he says that the second goal did not happen and in the audios that if the penalty was not taken, they would take one and the story would be over,” he declared to Exitosa Deportes.

It should be noted that, along with Santivañez, Juan Merino Aurich and José Luis Fernández Cueva, protagonists of the chat presented, were also sanctioned. Furthermore, the complainant asked that the match not be annulled and denied that the rest of Alianza Atlético’s matches that season had been fixed: “I don’t doubt their sporting campaign.”

Initially, Miguel Santivañez and his arbitration team were provisionally suspended while the investigations progressed, until on October 26, 2021, the FPF Disciplinary Commission sanctioned him for two years, and later for life.

Miguel Santivañez has been refereeing since 2007. During his 15-year career he held the rank of FIFA referee, managing international tournaments such as the Copa Sudamericana and Copa Libertadores Sub 20. At the local level, he directed the final of League 1 2014 between Sporting Cristal and Juan Aurich and was scheduled for the 2019 final, but was replaced by Argentine Patricio Loustau for not being trained in the use of VAR.
