Dakar, Apr 6 (APS) – The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers, at the Palace of the Republic, this Wednesday, April 06, 2022.

At the beginning of his communication, the Head of State addressed his best wishes to the Muslim Community, on the occasion of the blessed month of Ramadan.

In this particular period of religious fervor and devotion, the President of the Republic prays for a Senegal of peace and prosperity in solidarity and inclusion.

In the context of Ramadan and Lent, the Head of State asks the Minister of Commerce and Small and Medium-Sized Enterprises to take all the measures for a normal supply of the markets with foodstuffs and basic necessities, according to the prices officially fixed.

The President of the Republic urges the Minister of Commerce to strengthen the promotion of “Local consumption” and to establish, with the actors, the processing and promotion of local cereals.

Returning to the celebration of the 62nd anniversary of the independence of Senegal, on April 4, in solemnity and sobriety, in Dakar and in the other regions, the Head of State congratulates the Defense and Security forces for their remarkable work, in the missions of sanctuarization of the national territory, but also of securing people and goods.

The President of the Republic also salutes the professionalism and exemplary nature of our defense and security forces, which work constantly to preserve peace and protect the national heritage.

Addressing the issue related to the departmental youth week and the youth promotion strategy, the President of the Republic congratulates the Minister of Youth, his services, the National Youth Council, young people and all stakeholders for the success of this meeting which he chaired on Saturday April 2, 2022 and whose theme accentuates the mobilization for the good preparation of the Dakar 2026 Youth Olympic Games.

The Head of State wanted, by his presence, to further show his support for young people, to magnify “the strength of determination” of young people, in the development of national human capital and the realization of our ambition for an emerging Senegal in the horizon 2035.

The President of the Republic therefore asks the Government to ensure the regular organization of youth weeks, which remain popular moments of exchange, communication and evaluation of policies in favor of young people.

The Head of State stresses, in this sense, the importance of consolidating the triptych “Training, Entrepreneurship and Employment”, as the basis of the strategy for the promotion of young people.

The President of the Republic recalls, in this regard, the imperative of ensuring close monitoring of the territorialization (in the departments and municipalities) of the “XËYU NDAW ÑI” emergency program, the first results of which are very satisfactory. : 62,334 jobs out of 65,000 planned, i.e. a rate of nearly 96%, not taking into account the recruitment of 20,000 additional jobs planned for 2022.

The Head of State points out the imperative to ensure optimal functioning of the Youth Employment and Entrepreneurship Poles, with the ramping up of the ANPEJ, 3FPT and DER/FJ teams, as well as the deployment of a communication adapted to the targets.

The President of the Republic also indicates the need to strengthen the civic training of young people through training curricula and the intensification of the actions of the renovated national civic service.

The Head of State invites, in the same dynamic, the Minister of Youth, to ensure a special follow-up of the implementation of the program of realization of the Houses of Youth and Citizenship, modern spaces, of civic education and promotion of community life.

The President of the Republic also asks the Minister for Youth to see to the consolidation of the organization and functioning of the National Youth Council, a structure which must be strengthened at all levels (national, regional, departmental, district, municipal).

Lastly, the Head of State invites the Government to examine the ways and means of: (i) facilitating young people’s access to land, particularly agricultural land; (ii) set up a special “access to housing for young people” counter as part of the “100,000 housing units” project to be deployed in the departments; (iii) develop a national program for promoting urban cultures; (iv) increase with the digital ecosystem, State support for Startups initiated by young people.

Continuing his communication, the President of the Republic addressed the issue related to the sustainable development of the national capital by reaffirming his ambition to pursue and amplify, in liaison with the local authorities (city of Dakar and the communes of the department), the investments for the modernization and sustainable development of the Capital.

In this dynamic, the Head of State, drawing the conclusions of the 3rd series of “JOKKO AK MACKY”, meeting of exchanges and dialogue with young people and populations of the Arrondissement du Plateau (including the mayors of Medina and Dakar Plateau), points out that these two municipalities are showcases for the capital, where the improvement of the living environment and the development of the populations are priorities.

In this regard, the President of the Republic asks the Government to develop a constructive territorial dialogue with the City of Dakar and the mayors of the municipalities concerned, in order to improve:

1- the living environment of the populations;

2- the development of economic, sporting and socio-cultural activities;

3- the rehabilitation, extension and equipment of schools, hospitals and health centers, installed in the municipalities of Medina and Dakar Plateau.

In view of the priorities thus set out, the Head of State asks the Minister of Territorial Communities, Development and Regional Planning to finalize, as soon as possible, with the Ministers and mayors concerned, a Plan of urgent modernization of the Arrondissement du Plateau.

On the question linked to the promotion of the emerging sectors of national crafts, which requires the strengthening of the capacities of craftsmen and the adequate financing of their activities, the President of the Republic, asks the Ministers in charge of Crafts and vocational training, to engage with hides and skins professionals, the implementation of a support program for the sector, in conjunction with the DER/FJ, the 3FPT and the dedicated training centers (Ngaye Mékhé center ).

The Head of State indicates the need to open specific lines of credit to promote entrepreneurship in the hides and skins sector.

Lastly, the President of the Republic invites the Minister of Finance and the Budget and the Minister of Crafts and the Transformation of the Informal Sector to improve the equipment of the Chambers of Trades as well as the effectiveness of the mechanisms for financing artisans.

On the social climate and the monitoring of internal affairs, the Head of State insisted on the support of the State for people living with disabilities: on this point, the President of the Republic reminds the Government of the need to establish the coherence and effectiveness of public policies, aimed at the sustainable improvement of the well-being of people living with a disability. In this regard, it asks the Ministers in charge of the Public Service and Labour, in particular, to ensure the facilitation of access to employment for people with disabilities in the public service and at the sector level. private.

The Head of State underlines, moreover, the urgency of taking the appropriate measures to adapt the accessibility of buildings and means of public transport to people living with disabilities.

Finally, the President of the Republic asks the Minister of Health and Social Action to provide an exhaustive overview of the management of equal opportunity cards in terms of fair coverage of the services actually delivered to the beneficiaries identified .

The Head of State closed his communication on his diplomatic agenda and on the follow-up of cooperation and partnerships.

– The Minister, Secretary General of the Presidency of the Republic took stock of the follow-up to presidential directives and instructions;

– The Minister attached to the President of the Republic in charge of Monitoring the Emerging Senegal Plan made a presentation on the flagship reform “Access of actors in the informal economy to social protection”.
