The conditions of the special counseling school include significant financial deterioration, teachers whose quality does not meet the requirements, and salary arrears, etc. Once a school is classified as a special supplementary school, there will be many restrictions in running the school, including the inability to offer distance courses, extension education and vocational continuing education.
