But Kinshasa’s objective is clearly to obtain, within a short period of time, a rebalancing of this agreement deemed unequal. This convention, signed under former President Joseph Kabila, is strongly criticized in the Democratic Republic of Congo.

However, China has since become the main recipient of Congolese mining exports. Over the past few years, several reports from Congolese administrations on the implementation of this convention have presented conclusions deemed to be alarming. In a report published in February, the General Inspectorate of Finance (IGF) of the DRC denounced “disproportionate collaboration” et “a major financial imbalance” to the detriment of the DRC. The IGF demanded from China 17 billion dollars of additional investments to rebalance this agreement. The Chinese Embassy in Kinshasa criticized this report, claiming that it had “no constructive value, was full of prejudices” and did not correspond to reality.
