Renew Gas Equipment Maintenance Contracts with JSC Gazprom Gazoraspredelenie Vladimir: A Step-by-Step Guide to Avoid Queues and Inconvenience

General Director of JSC Gazprom Gazoraspredelenie Vladimir Alexey Konyshev apologized to residents for the inconvenience they experience due to hours-long queues at the company’s offices to renew contracts for the maintenance of gas equipment. He invited citizens to re-register relationships online or using a public offer

Until December 31, 2023, all owners of residential premises in apartment buildings must renew contracts for the maintenance of gas equipment with specialized gas distribution organizations. This is prescribed by amendments to the Housing Code and government decree.

In the Vladimir region, the largest organization that has the right to carry out maintenance of gas equipment is Gazprom Gas Distribution Vladimir JSC. The general director of the enterprise, Alexey Konyshev (he also heads Gazprom Mezhregiongaz Vladimir LLC), commented at a press conference on some of the nuances of the campaign for the massive renegotiation of contracts.

WHY DO YOU NEED TO RENEW CONTRACTS?

Alexey Konyshev explained that recently a “quite a large number of gas-related incidents” have occurred in a number of regions, so the authorities decided that only specialized gas distribution organizations can service gas equipment in apartment buildings.

“One of the reasons for gas incidents is that in apartment buildings, the maintenance of in-house and intra-apartment gas equipment was carried out by companies that were not always able to do this efficiently. Moreover, several companies could carry out maintenance on one building, which, accordingly, influenced the quality of service and the condition of gas supply systems in apartment buildings. After this, it was decided that one apartment building should be serviced by one specialized organization. Only gas distribution companies have the right to enter into maintenance agreements with both management companies and homeowners associations in terms of common property – indoor gas equipment. Agreements with specific residents are concluded by the same gas distribution organizations so that they are entirely responsible for one house,” said Alexey Konyshev.

There are five gas distribution organizations operating in the Vladimir region – JSC Gazprom Gazoraspredeleniye Vladimir is the largest of them. In addition to the subsidiary of the gas monopolist, the following companies can carry out maintenance of gas equipment:

Regional Gas Systems LLC (this company operates in the Suzdal and Aleksandrovsky regions); CJSC Radugaenergo (this enterprise serves consumers in the closed administrative-territorial entity of the city of Raduzhny); LLC “Gaz-Garant” (operates in the Kirzhach and Petushinsky districts); LLC “Gazspetsstroy” (operates in the Aleksandrovsky district and other territories).

Until December 31, only homeowners in apartment buildings must re-conclude maintenance contracts; Legal relations between owners of private houses and companies, formalized earlier, will continue to be valid after January 1.

Gazprom Gas Distribution Vladimir offered cooperation under subcontract agreements to almost all companies that previously worked in the field of gas equipment maintenance (there are about 120 of them, almost all serviced boilers). Most agreed.

HOW CAN I RENIGN CONTRACTS?

By December 31, JSC Gazprom Gazoraspredelenie Vladimir must renew 466 thousand contracts for the maintenance of gas equipment (152 and a half thousand subscribers have already gone through this procedure). Alexey Konyshev explained what caused the excitement in the company’s offices and told how it is possible to re-register contractual relations without standing in queues. We are talking about the use of online technologies and public offer mechanisms. All conditions and contact phone numbers are presented

“The work before us is so large-scale. We understand that if people flock to our offices en masse, then no number of employees will be enough for these purposes, so we offer several options that will help minimize these problems for residents and eliminate queues.

We held negotiations with all management companies and invited them, after holding meetings of homeowners in apartment buildings, to decide that they are authorized on behalf of residents to enter into agreements with our organization, so as not to create additional inconvenience for people. Many management companies have followed this path, hold meetings and enter into agreements with us on behalf of the owners. And then our relationship takes place with specific residents – both in terms of maintenance schedules, and in billing and work with subscribers in case of debt.

Some management companies refused our offer. Moreover, they also posted notices at the entrances asking residents to come to our offices, which is where the excitement has been building lately. Some management companies did not want to do this work, although they represent the interests of residents and should, and, in our opinion, should minimize the inconvenience that may arise. Some of them did this.

What other option do we offer?

Many residents noticed that in gas receipts, in the “Other” section, a line appeared where 1 ruble was indicated. This is a so-called public offer; the agreement itself was published in the state publication Vladimirskie Vedomosti. This agreement is standard, we cannot change anything there, it is posted on our website. Citizens, by paying this ruble, thereby confirm their readiness to join the public offer. Thus, at this stage there is no need to go anywhere to make reservations, stand in line, or waste time. When carrying out regular maintenance, we will still offer residents a written agreement in a calm environment.

The next option is to come to our office with title documents for housing and a passport for gas equipment, if you have one.

We also invite our subscribers to contact consultants who will issue an application to join the offer without one ruble – simply put the citizen’s signature on the application and the agreement is considered concluded. Formalities will be observed during the first maintenance work.

It will also be possible to make an appointment at a specific time by calling our offices by phone. The person will come to sign the contract without a queue.

You can also join the public offer through your personal account. More than 30% of our subscribers use their personal account. You can also do the same through a chatbot.

You can give your consent to the public offer by signing the certificate of work performed during maintenance. But there is one problem that is associated with reconciling the list of equipment installed in the apartment. If the contract does not include some equipment and during inspections by our company’s employees it turns out that not everything is reflected in the contract, then there are risks of penalties for residents. As for private residential buildings, also when carrying out maintenance work, we must determine the length of the gas pipeline that runs through the site. There are nuances that cannot be reflected online, due to the fact that they require personal participation,” said the General Director of Gazprom Gazoraspredelenie JSC Vladimir.

WE APOLOGIZE FOR ANY INCONVENIENCE CAUSED

Recently, on social networks, people have been complaining en masse about huge queues at the offices of JSC Gazprom Gazoraspredelenie Vladimir and LLC Gazprom Mezhregiongaz Vladimir when renewing contracts for servicing gas equipment. In some cases this takes people up to 4 hours. Alexey Konyshev apologized to residents for the inconvenience caused and recommended that citizens resolve the issue remotely, and not through office visits:

“Of course, there are certain inconveniences. We apologize to our residents. At the same time, in each office of the company, and contracts can be concluded not only at the Gazprom Gas Distribution Vladimir office, but also at Gazprom Mezhregiongaz, we have expanded the number of places where such contracts can be concluded. Now we are working on another issue with the MFC. There, even now, it is possible to conclude maintenance contracts, but only when there is a change of ownership, or during initial gasification.

We apologize. Each office has a mobile phone number that goes directly to me. If there are any inconveniences, subscribers call and we resolve controversial issues.

Once again: I apologize to those people who are standing in line. There are such cases, unfortunately, but, I repeat once again, they are partly provoked by these announcements at the entrances, we ourselves try not to create a stir once again. We encourage everyone to renew contracts remotely and by joining the public offer.”

NON-RECONDITIONABLE CONTRACT, THEY SHUT OFF GAS

Citizens who do not renew gas equipment maintenance contracts with a specialized gas distribution organization by December 31, 2023 may have their gas supply cut off. Alexey Konyshev said that this measure is not an end in itself, but one of the ways to ensure security.

“In any case, we must go this way. If suddenly an incident occurs in a given house or apartment, the investigative authorities will first of all file claims against us, against our employees – this is criminal liability up to specific deadlines.

Every locksmith, while receiving not that much of a salary, is subject to an article of the Criminal Code every day, so that it is clear. Unfortunately, there are such cases when, due to unfulfilled work on the maintenance of gas equipment, or due to poorly performed work, managers and mechanics were held accountable. The law gives us the right to stop supplying gas to such subscribers.

Of course, we try to resolve such situations peacefully; It is not an end in itself to carry out shutdown work and so on. But, nevertheless, such cases exist, including those involving bailiffs. We are trying to highlight them so that others understand that this is all for a reason, that with the help of bailiffs, by court decision, the gas supply will be suspended, and we will be obliged to disconnect such subscribers. This happens extremely rarely; people still understand that this is a matter of their personal safety,” Konyshev said.

Reconnection to the gas supply will be provided for a fee.
