Eluri was born in 1966 near Ramallah in the West Bank and joined Hamas after it was founded in 1987.

However, when it comes to the Israeli conflict, Aluri is seen as a hardliner. He helped found Hamas’ armed wing, the Izz el-Deen al-Qassam Brigades, and Israel has accused him of being behind several deadly attacks over the years. For example, when three Israeli teenagers were abducted and murdered in the West Bank in 2014, Israel accused Aluri as the culprit.

In addition, several shooting incidents last year broke out after Aluri appeared on television and threatened to attack Israel.
