Return to constitutional order: the Guinean government responds to ECOWAS

At its 63rd summit held in Bissau, ECOWAS called for “transparency and inclusiveness” in the conduct of the transition in Guinea and elsewhere. This Wednesday, July 12, 2023, on the sidelines of the 2nd session of the “steering committee for the monitoring and evaluation of the implementation of the transition timetable”, Ousmane Gaoul Diallo, spokesperson for the Guinean government, reacted on this subject.

In the said reaction, the Goumou government via its spokesman Ousmane Ousmane Gaoual Diallo, first let it be known that the sub-regional organization which provides assistance to Guinea is in its role. Nevertheless, he specifies that the Government is making the effort to act transparently and with full responsibility.

“When you assist a country, you always bring your share of requirements. Which is completely normal. But in the collaborative relationships that we have today, this should not be taken as something abused. We are carrying out operations and we are at the second session of the monitoring and evaluation committee of the timetable. It is important that we share the points of evolution with our technical and financial partners with the member countries of ECOWAS and all the organizations that support Guinea to ensure that the transition takes place as soon as possible. . So we explain to them where we come from, where we are and where we are going,” he said.

The leaders of ECOWAS also denounced the lack of cooperation of the authorities of the transition with the mediator Yayi Boni appointed to follow the evolution of the process leading to the return of civilians to power. They asked “the transitional authorities not to obstruct the work of the mediators” and insisted on respecting the 24-month calendar, failing which, severe sanctions could fall. On these concerns, Ousmane Gaoual specifies that the Guinean authorities are already ahead in the execution of the timetable.

“There is satisfaction expressed by the participants with the result that we have presented in transparency and which shows that we are ahead of schedule. Because the actions planned for the month of September have already been carried out. For us, it is a reminder of our responsibility, it is not a new requirement to say that things must be done transparently. What we are doing now is not how it worked before. Whether it is the process leading to the return of civilians to power or even on the economic level. The Government makes the effort to act transparently. We do not take ECOWAS statements as an attack on Guinea or as a reason to go even faster. For us, it is to do our responsibility”.
