Romania Weather Alert: Heavy Rain, High Winds, and Mountain Snow Put Counties Under Red and Yellow Codes

Severe weather alerts have been issued across Romania as the Administrația Națională de Meteorologie (ANM) warned of heavy rainfall, strong winds, and accumulating snow reaching up to 30 centimeters in high mountain regions.

The Bottom Line

  • Heavy rainfall ranging from 30 to 50 l/mp is projected in Oltenia, Muntenia, and Dobrogea, with orange codes signaling up to 70 l/mp in submontane and mountain zones.
  • High-altitude areas in the Southern Carpathians above 1,700 meters are experiencing a transition to snowfall, with expected accumulations of 10 to 30 cm, while snow depths could reach 15 to 25 centimeters at altitudes above 1,500 meters in specific counties.
  • La munte, pe creste, vântul va sufla cu putere, atingând la rafală 60…80 km/h, viscolind ninsoarea, în timp ce în București vremea va fi închisă și va ploua.

Extended Weather Alerts and Regional Impact

The Administrația Națională de Meteorologie (ANM) established a weather information notice effective from Sunday, November 1, at 10:00, running until Wednesday, November 4, at 20:00, hotnews.ro reported. The unstable atmospheric conditions target primarily the southern and eastern regions of the country, alongside mountainous elevations. In the historical regions of Oltenia, Muntenia, and Dobrogea, moderate to heavy rainfall is anticipated to generate water accumulations generally between 30 and 50 l/mp. ANM forecasts further indicate that moderate rainfall will continue across Oltenia and most of Transylvania and Muntenia between October 31 at 10:00 and November 2 at 10:00, yielding 10 to 25 l/mp with isolated totals above 30 l/mp.

At elevations exceeding 1,700 meters, particularly across the Southern Carpathians, precipitation transforms into steady snowfall. Meteorologists warned that a consistent snow layer will accumulate, measuring generally between 10 and 30 cm, with specific projections noting 15 to 30 cm or 15 to 25 centimeters at altitudes above 1,500 meters in the hilly and mountainous areas of Gorj, Vâlcea, Argeș, Dâmbovița, and Prahova. Temporary wind intensification affects southern and southeastern areas, with gusts expected to expand into the east by Wednesday, November 4, reaching speeds of 40 to 50 km/h. On mountain crests, winds blow fiercely, reaching 60 to 80 km/h at the gust, creating drifting snow and reduced visibility.

Orange and Yellow Warnings for Heavy Rainfall

Prior to Monday morning, a yellow code for heavy rain remained active in Dolj and Olt counties, the low-lying zones of Mehedinți, Gorj, and Vâlcea counties, and southern Hunedoara, where rainfall totals reached 25 to 35 l/mp with isolated amounts exceeding 50 l/mp. Concurrently, an orange weather alert marked significant precipitation in the western Southern Carpathians and the submontane zone of Oltenia, yielding accumulations of 50 to 70 l/mp. Additional yellow warnings for heavy rainfall were enacted for October 31 from 10:00 to November 1 at 10:00 across the mountain and submontane zones of Gorj, Vâlcea, Argeș, Dâmbovița, and Prahova, expecting water quantities of 25 to 40 l/mp and isolated amounts over 45 to 50 l/mp.

Furthermore, ANM designated a yellow wind alert for most of Muntenia and Dobrogea from Monday at 08:00 until Tuesday at 10:00, with wind speeds registering 50 to 70 km/h. A subsequent yellow code for heavy rainfall takes effect from November 2 at 10:00 until November 3 at 10:00, focusing specifically on Călărași, Ialomița, and Constanța counties.

Capital Forecast and Ongoing Forecasts

For Bucharest, ANM issued a special forecast indicating closed weather, intermittent rain, and moderate winds, with specific early intervals bringing 10 to 15 l/mp of rainfall alongside winds blowing at 40 to 45 km/h. Agerpres reported that temperatures in the Capital reached a high of 12 to 14 degrees Celsius, with lows dropping to 6 to 9 degrees. Antena 3 noted statements from ANM general director Elena Mateescu regarding the persistent nature of the system, pointing out that rainfall will continue into the upcoming week with lower daytime temperatures across the country, while broader maximum temperatures generally hover between 10 and 15 degrees Celsius.
