The attacks were once once more worst in Kharkiv, where rockets struck in the early hours of January 23rd and the death toll rose to at least five people in the followingnoon, with dozens injured. According to Mayor Ihor Terekhov, some parts of the city remain without electricity, water and heating. He announced that thermal shelters would be set up and places in student dormitories would be made available for the temporary accommodation of those affected. The city of millions has repeatedly been the target of violent Russian attacks in recent weeks, and its proximity to the Russian border makes the work of Ukrainian air defense considerably more difficult.
