“Купянск уже на момент 4 ноября почти полностью был под контролем России,” Владимир Путин заявил на совещании с Совбезом в ноябре 2025 года, настаивая, что судьба города еще тогда была решена окончательно, dialog.ua reported.
A full year after that public declaration of victory, the strategic Ukrainian city remains under the control of the Armed Forces of Ukraine. Russian forces have failed to capture the urban center, managing to secure only a foothold on the northern outskirts.
The persistent discrepancy between front-line reality and Kremlin briefings highlights a widening credibility gap within military reporting. Dialog.ua noted that Kupyansk has evolved into a stark symbol of how Russian generals feed fabricated triumphs up the chain of command, leaving leadership to echo claims that quickly unravel on the ground.
Ahead of the November 2025 announcement, Chief of the General Staff Valery Gerasimov formally reported to the Russian president that the city had fallen. Confident in the briefing, Путин publicly mocked Kyiv’s counter-arguments that only a small contingent of sixty Russian soldiers remained inside the city limits awaiting relief.
“O chem eto govorit?” Путин remarked at the time, questioning whether Ukrainian leadership lacked objective intelligence or simply refused to acknowledge it.
Just as the initial capture was announced, Ukrainian President Volodymyr Zelenskyy recorded a video directly from the welcome stele at the entrance to Kupyansk. Months later in January 2026, commander of the “West” grouping Sergei Kuzovlev reiterated to Defense Minister Andrei Belousov that all urban districts were firmly under Russian control.
Those assertions collided with battlefield developments. By spring, the Ukrainian “Khartia” brigade announced complete command over the municipality after mopping up isolated pockets of resistance.
Skepticism regarding official reports has increasingly surfaced inside pro-war Russian military channels. Pro-war bloggers celebrated in October when units reportedly retaken specific objects in central Kupyansk, an admission that the territory had previously slipped away.
Commentators on the Military Review website conceded that despite early breakthroughs, Ukrainian reserves deployed successfully and cleared Russian troops from the urban core. According to Institute for the Study of War assessments through November 6, independent confirmation of fresh Russian advances in the area is absent, while the General Staff of the Armed Forces of Ukraine reports a general lull in active enemy assaults along this vector.
