Occupied regions of Ukraine to be included for the first time in new round of Russian recruitment

Autumn recruitment will begin on October 1 throughout the Russian Federation, including the illegally annexed regions of Ukraine, the Russian Defense Ministry announced this Friday.

In some regions of the Far North, recruitment will begin on November 1 due to climatic differences, Vice Admiral Vladimir Tsimlyansky, deputy head of the Main Organization and Mobilization Directorate of the General Staff of the Russian Armed Forces, said during a briefing .

“Autumn recruitment will take place from October 1 in all constituent entities of the Russian Federation,” Tsimlyansky said.

“The exception is certain regions of the Far North and certain areas equated to regions of the Far North, where citizens living in these territories are conscripted for military service from November 1 to December 31. This is mainly due to climatic characteristics of these territories,” he stated.

The departure of recruits from the collection points is scheduled for October 16, he said. “The duration of conscription, as before, will be 12 months,” Tsimlyansky said.

Recruitment for military service in what Moscow claims are Russia’s new regions is regulated by the so-called constitutional law on admission to the Russian Federation, according to state news agency TASS.

According to the law, the autumn 2023 military conscription will include for the first time the annexed territories: Luhansk, Donetsk, Kherson and Zaporizhzhia. In these regions there was no conscription last year or in the spring of 2023, according to TASS.

While regular conscriptions will take place, Russia has no plans for new mobilizations, Tsimlyansky said.

A little context: conscriptions in Russia take place twice a year. Last fall’s recruitment began a month later than usual due to traffic jams in recruiting offices amid partial mobilization, according to TASS.
