Ukraine held a defense industry forum in Kiev today, with 165 companies from 26 countries and regions participating. During the meeting, Ukrainian officials did not need to obtain the consent of Western governments and could directly sign contracts with military industrial enterprises to seek cooperation in research and development and production of military weapons, and to introduce equipment according to the needs of the Ukrainian army.

This national defense forum and exhibition comes at a time when inventories in European countries have bottomed out and military aid to Ukraine has reached its limit. Ukraine has been seeking to boost its arms industry in the past few months, partly out of concern that Trump will come to power again after the 2024 U.S. election. Trump has previously indicated that aid to Ukraine may be scaled back if he regains control of the White House.

As Ukraine prepares for a long-term war of resistance, major European allies such as Germany and France are also seeking to convert government-aided equipment into a contract for cooperation between arms dealers and Ukraine.

French officials have begun to convey a new message in the past few weeks: France can no longer continue to provide weapons to Ukraine and will instead rely on cooperation between the Ukrainian government and the French military industry. Defense Minister Leknu said in an interview on the 24th: “We cannot donate the resources of our own armed forces indefinitely, otherwise it will damage our own defense capabilities and the quality of military training.”

British Aerospace Systems also announced that it would set up a factory in Ukraine to mass-produce 105mm artillery.

Armin Papperger, CEO of Germany’s Rheinmetall, said he hopes to manufacture their new generation of Panther combat vehicles in Ukraine. Rheinmetall’s Jaguar combat vehicle is currently only a prototype, but it will replace the current Leopard 2 in the future.
