Senate approves law that gives priority to the use of the Post Office by public bodies

This week, the Senate approved a substitute for the bill that determines to the federal executive the priority for the use of Correios to the detriment of other postal service companies. The text was written by senator Professor Dorinha Seabra (União-TO).

As a result, federal public bodies and indirect administration companies should preferably contract the provision of postal services directly from the Brazilian Post and Telegraph Company (ECT).

Agência Senado says that ECT already provides services on an exclusive basis to the government, but the project now deals with the direct contracting of non-exclusive services.

The services that the government must now hire as a priority from Correios include remittance of money and payment orders, receipt of taxes, installments, contributions and obligations payable in cash; and shipping and delivery of orders.

According to Senator Dorinha, the objective of the project is to strengthen the strategic position of Correios, and she included an amendment that also gives priority to Telebras.

Commenting on the matter, Senator Rogério Marinho said that the law is reinforcing the Correios monopoly, which offers a service that has become “outdated”.

We are looking at a situation that reinforces state monopoly. And what’s worse, the monopoly did a lot of harm to Correios. Correios suffered losses for many years that accumulated over time. The whole world today predicts competition.

On the other hand, Senator Jaques Wagner, government leader, said that there is no monopoly, since even private transport companies contract Correios to serve regions where there is no commercial interest.

In fact, they order from the Post Office in regions where the volume is small and they have no interest in moving to the interior of our Brazil. They prefer to stay, obviously, in the filet mignon, which are the capitals and large cities.

With the approval of the substitute in the Senate, the text must now return to the Chamber of Deputies for analysis.
