Seniat Implementa Nuevo Sistema Gratuito de Facturación Electrónica

Venezuela’s tax collection is tracking toward a 40-percent year-on-year increase by the end of October, driven by aggressive digital modernization and administrative streamlining inside the Servicio Nacional Integrado de Administración Aduanera y Tributaria (Seniat), as reported by Noticias Venevisión.

The state tax agency credits this upward trajectory to a steady, multi-month revenue climb. According to data detailed by Seniat Superintendent Román Maniglia during an interview with Venezolana de Televisión (VTV) and covered by Diario Primicia, collections expanded by 7 percent in July, jumped to 24 percent in August, and surged to 37 percent in September. This momentum sets the stage for an anticipated October finish that approaches the 40-percent threshold just ahead of the high-volume holiday shopping season.

Shifting Away from Penalties Toward Digital Advisory

As the tax authority approaches the official start of holiday festivities on November 1, Superintendent Maniglia emphasized a deliberate pivot in enforcement philosophy. Rather than relying on traditional on-the-street punitive measures, the agency is steering toward mutual trust and remote compliance.

Yo no veo un fiscal en la calle, veo a un fiscal asesorando desde el Seniat a través de los nuevos sistemas de interconexión con los entes públicos, Maniglia stated, as reported by Diario Primicia, emphasizing that institutional growth should stem from economic facilitation rather than fines and sanctions.

As part of this shift, the agency announced plans to roll out a new, complimentary electronic invoicing system for taxpayers. Alongside optional digital billing designed to energize national commerce starting in December, this platform forms part of what leadership calls the Moda Seniat—an overarching institutional push toward digital automation and modernization.

Streamlining Customs and Reducing Paperwork

The modernization push extends heavily into international trade operations. Officials noted that processing a single import container previously demanded up to eight reams of paperwork, a bureaucratic bottleneck that heavily inflated both operational costs and turnaround times.

Through risk-analysis selectivity and digital tracking, ports like La Guaira have fully reactivated nationalization activities. The facility now processes between 9,000 and 10,000 containers monthly, averaging 350 to 400 boxes daily, while working alongside export authorities to accelerate outbound shipments of domestic goods.

International Reintegration and Reforming the Fiscal Framework

To sustain these administrative upgrades, Venezuela officially reentered the Centro Interamericano de Administraciones Tributarias (CIAT), a diplomatic move highlighted by Globovisión as a vital bridge for adopting global best practices.

Superintendent Maniglia noted that this reintegration allows the agency to benchmark its operations against regional counterparts. According to Últimas Noticias, Seniat has already initiated bilateral technical exchanges with tax authorities in Spain, Mexico, Paraguay, Chile, Panamá, and Colombia, including structured working sessions with Colombia’s Dirección de Impuestos y Aduanas Nacionales (Dian).

Administration officials maintain that the upcoming tax reforms will lower aggregate fiscal burdens for businesses, functioning as what Maniglia termed a fresh start for the national economy. Tax revenues generated through these modernized channels are earmarked to support public health networks, hospital infrastructure, and the Venezuela Renace funding initiative.
