Song Young-gil, former leader of the Democratic Party of Korea, announced on the 2nd that he and the Democratic Party will form a political party to win proportional representation seats in the 22nd general election next year in order to impeach President Yoon Seok-yeol. At a book concert about his book ‘Song Young-gil’s Declaration of War’ held at Hotel Inter-Burgo in Suseong-gu, Daegu on this day, former Representative Song said, “Many people who are fighting (with the Yoon Seok-yeol government) on the front, using the party name ‘Prosecution Reform Party’ or other related parties, gathered together to support Yoon Seok-yeol. “I will be the leader in resigning,” he said.

The Democratic Party, which was the ruling party of the Moon Jae-in administration in 2019, created the current ‘semi-linked proportional representation system’ election system together with minor political parties ahead of the 21st general election in 2020. It was a system created unilaterally without agreement with the main opposition party, the United Future Party (now the People Power Party). This system allows each party to share the total number of seats in proportion to their vote percentage, but there is a loophole in that the party that receives the most votes from voters in a constituency paradoxically gets fewer proportional representation seats. So, in reality, it has become a deformed system in which it is advantageous to create a ‘party only for constituency’ and a ‘party only for proportional representation’, hold elections, and later merge the two, and the Democratic Party and the United Future Party are the Citizens’ Party and the Future Korea Party, respectively. A satellite party was created to win proportional representation seats and an election was held.

Regarding this, former Representative Song said, “The reason this system became powerless is because the People Power Party created a satellite party,” and “So, our Democratic Party inevitably created a satellite party as well.” The Democratic Party blamed the People Power Party for creating a unilateral election system that excluded the People Power Party and using a trick to gain seats that went against the purpose of the election system.

Even during the 21st general election, there was already a lot of criticism of the Democratic Party’s behavior. Regarding this, former leader Song said, “So, I reflected on the creation of a satellite party (when I was the leader of the Democratic Party) and promised not to do so in the future, and my successor, Lee Jae-myung, who became the party leader, also promised the same.” He added, “It is difficult to overturn (the plan to create a satellite party again) now.” Former Representative Song said, “Returning to the parallel (previous election system) or creating a satellite party both require (the Democratic Party) to retract what it said,” and added, “Not only Representative Lee Jae-myeong, but our party also needs to protect the people.” He also said, “There are situations where you have to say ‘I’m sorry’ and go back.”

Therefore, former Representative Song believes that if he, as an independent, leaves the Democratic Party due to allegations of distributing money envelopes at the Democratic National Convention and creates a political party (proportional party) to win proportional representation seats, he can avoid criticism that the Democratic Party is creating another satellite party. It is a plan. Former Representative Song said, “Because I have already left the Democratic Party, I am not a person who intentionally left the party to create a satellite party.” He added, “Even if I create a proportional party, I will not be able to call it a satellite party.” .

Former Representative Song said, “The Democratic Party should just declare that it is a friendly party (rather than a proportional party being a satellite party of the Democratic Party).” He also said that if a few left-wing parties that are friendly to the Democratic Party participate here, “we can avoid splitting votes in the constituency.” He also said, “If we create a single team in the constituency and win overwhelmingly, and if the Democratic Party and the Right Party unite and win overwhelmingly in the proportional representation field, 200 seats is not impossible.”

Former Representative Song also presented a plan for this proportional party to remain even after the general election and serve as the ‘party for Yoon Seok-yeol’s resignation.’ He said, “(The Proportional Party) is tentatively named ‘Yoon Seok-yeol’s Resignation Party,’ and if you try to create it like this, the National Election Commission will not accept registration as a political party.” He added, “Use the party name ‘Prosecution Reform Party’ or other related party name and put it on the front page (Yoon Seok-yeol government). Wow) Many people who are fighting will come together and definitely step forward to become the vanguard of Yoon Seok-yeol’s resignation.”

Former Representative Song said, “The Democratic Party can only do so much even with 180 seats, so can it really become a militant party by repeating the same thing?” He added, “The Democratic Party has 160 constituency seats, and the negotiating group has over 20 proportional representation seats. “If a possible party is created to force Yoon Seok-yeol to step down, a party that can strongly lead the Democratic Party, including the impeachment of President Yoon, will be created, creating a synergy effect,” he said.

Former Representative Song predicted that work on creating a proportional party could begin within this month. Regarding the charge of distributing money envelopes, former CEO Song, who is scheduled to appear at the prosecution on the 8th, said, “If the prosecution concludes the investigation into me within December, I will either request an arrest warrant or indict without detention,” and “The prosecution will arrest me.” “I am confident that if a warrant is requested, it will be dismissed,” he said.
