Structural Staff Deficiencies in Brussels and Hal-Vilvoorde Justice System: Urgent Need for Reform

Structural staff deficiencies exist within the justices of the peace and police courts in the districts of Brussels and Hal-Vilvoorde, the Royal Union of Justices of the Peace and Police (URJPP) warned in a press release on Monday. Certain cantons of the justice of the peace in Brussels are in fact vacant, while the justices of the peace and police courts of Brussels and Hal-Vilvoorde do not have a president.

According to the URJPP, the “chronic lack” of human resources within the Brussels public prosecutor’s office, highlighted by the attack of October 16 during which two Swedes died, affects the entire Brussels justice system.

An extradition request from Tunisia concerning the author of the attack, Abdesalem Lassoued, was not followed up last year. Faced with this failure, the federal government has notably decided to soon strengthen the Brussels public prosecutor’s office.

The Professional Union reacted to this announcement, pointing out that a lack of personnel also exists within the Brussels justice of the peace, with 6 cantons out of 19 still vacant. The justices of the peace and the police courts of the districts of Brussels and Hal-Vilvoorde do not have their own president, nor a management committee.

“This structural deficiency weakens the functioning of these courts in that they are deprived of a president who devotes himself fully and knowingly to their functioning, as in the other judicial districts,” underlines the URJPP.

The association therefore asks political leaders to remedy these shortcomings “which have persisted for nine years”, in order to prevent “new tragedies” from occurring.
