Switzerland Peace Conference 2024: Federal Council’s Initiatives for Peace in Ukraine

Bern, 04/10/2024 – At its meeting on April 10, 2024, the Federal Council took note of the results of the exploratory discussions organized ahead of the high-level conference on peace in Ukraine. The conditions for the conference to be able to stimulate a peace process have been sufficiently met. The first step will be to develop a common understanding among participating States regarding the path forward towards a comprehensive, just and lasting peace in Ukraine. The conference is planned to take place in June 2024 in Bürgenstock (canton of Nidwalden).

In January 2024, President Viola Amherd received Ukrainian President Volodymyr Zelensky for talks in Bern. She then assured President Zelensky of her support for the organization of a high-level peace conference in Switzerland. In the meantime, the Confederation has therefore examined, through direct contacts with numerous states, the possibilities and paths that could lead to a peace process. During a first exploratory phase, Switzerland held discussions with members of the G7, with the EU as well as with representatives of countries in the South such as China, India, South Africa, Brazil , Ethiopia and Saudi Arabia. At its meeting today, the Federal Council took note of the results of these talks and discussed the next steps. The idea of ​​organizing a high-level conference to launch the peace process has received sufficient support at the international level. The conference should therefore be held in June 2024 at the Bürgenstock, at the invitation of the President of the Confederation Viola Amherd.

The conference is intended to serve as a platform for high-level dialogue to identify pathways to a comprehensive, just and lasting peace for Ukraine, based on international law and the United Nations Charter. It aims to develop a common understanding of the conditions conducive to the achievement of this objective and to lead to a concrete roadmap for the peace process.

The Federal Council is aware that there are still some unknowns between now and June, but it considers it its responsibility to contribute to the peace process in Ukraine, taking into account Switzerland’s long diplomatic tradition and encouraging reactions observed during the exploratory phase. The exploratory phase is thus completed and the implementation phase is launched.

A FDFA task force, led by Ambassador Gabriel Lüchinger, and an interdepartmental steering group (FDFA, DDPS, DFJP and DEFR), under the direction of Federal Councilor Ignazio Cassis, are responsible for preparing the event. The task force also works on aspects of security policy and logistics, in close contact with the relevant federal authorities and the army, as well as with the cantons of Nidwalden, Lucerne and Zurich.
