He continued: “I said to the Minister of Finance, ‘You want 7 billion, right?’ And he said exactly, and we sat in more than one meeting, and I learned from him, and we said that the tax legislation must be amended, and the tax legislation is that cigarettes have 3 levels, a lower level, a middle level, and a higher level.”

Embabi continued: “The lowest level was from one pound to 24, the middle was from 24 to 35, and the highest was from 35 while you were rising, and we said why wouldn’t it work, because I wanted to protect the companies, and we said we would expand the tranches as a result of the dollar prices, and we made the first tranche from one pound to 31 pounds.” We made the second tranche range from 31 to 45 pounds, and cigarettes are taxed at 50% of the package’s selling price to the state.”
