Temporary work at the hospital: low rate but clearly increasing for six years

In six years, the hospital sector’s rate of use of temporary workers from temporary employment companies has increased regularly, outside of periods of health emergency: it goes from 0.2% at the end of March 2017 to 0.4% at the end of March 2023. In particular, the call for temporary nurses is increasing sharply since the start of 2021: in the 1st quarter of 2023, it is higher than for other healthcare workers or medical staff, in the public (0.7%, compared to 0.2% and 0.2% respectively) and in the private sector ( 1.5%, compared to 0.8% and 0.3%).

However, all professional sectors combined, the rate of use of temporary work remains low in public and private hospitals at the start of 2023: it reaches 0.3% and 0.8% respectively, compared to 1.7% on average in the the entire tertiary sector.

The scope of temporary employment corresponds exclusively to temporary employment contracts between temporary workers and temporary work establishments, as defined by the labor code. There are other forms of recourse to temporary employment in the hospital sector, particularly in the civil service, via direct “over-the-counter” recruitment, vacancies and recruitment companies, but these are not taken into account here.

In hospitals, low use of temporary work but a clear increase over the past six years, Drees, Dares Focus, September 2023, No. 50
