The prosecution will participate in the design of the submission law to the justice of the criminal gangs who want a place in the ‘total peace’.

“Because they are not negotiating politically with ordinary criminal actors, but rather, they are submitting to justice in Colombia,” Barbosa stressed.
The prosecutor reiterated to the president that there is no legal framework for suspend arrest warrants that course against bosses of the ‘gulf clan‘, The ‘Pachenca’ and other criminal gangs because there is no legal framework and there must be a law of submission.

According to prosecutor Barbosa, The Prosecutor’s Office will have a voice in the Congress of the Republic to determine which are the elements that this reform should have, he indicated that, in the framework of that conversation, President Petro stated that there will be no political negotiations with drug trafficking organizations in the national territory.
“(…) The Prosecutor’s Office accompanies the efforts made in terms of peace with the ELNand even with the dissidences that did not sign the peace agreement in 2016, that is, what peace, should have transitional justice, but “submission” to justice would have to have prison and retributive justice, that has been the rule, that is what the jurisprudence has said, and of course the truth, reparation, guarantee of non-repetition, goods delivered to the victims and all those components that will be the law of submission”.
According to the prosecutor, President Petro supports the prosecutor’s idea that he is aware of a submission law and that one must participate in total peace with absolute responsibility within the framework of the powers that different entities have.
