The electoral race for the municipality of Bariloche is already launched, the lobbying and speculations are being left behind and the closing of the term to register candidacies determined yesterday that they will be twelve competing lists, if all successfully pass the requirements check.
The Electoral Board attended until 1:00 p.m. to the most backward candidates, who at the last minute showed up to certify their signature and provide the required papers, including the updated address and the free municipal debt.
Around 2:00 p.m., the members of the Board received the press around a table with the twelve files neatly lined up, each one with its title page.
Each party had to present 29 names, corresponding to the candidate for mayor, eleven titular councillors, eleven substitutes and three candidates for the Court of Comptroller, also with their respective substitutes. In any case, the Electoral Code admits registering lists with at least half of the candidaciesto those who do not arrive with the number.
Until the last moment, there were many tussles for the constitution of some alliances and also for the ordering of the names, not only because of personal ambitions -which there were- but because of the quotas of power agreed for each party or internal line and also because of the need to respect gender parity.
Among the candidacies for mayor some they repeat those of previous elections such as that of Carlos Aristeguiwho is running for Cambia Bariloche and in 2015 applied for the PRO, and Pablo Chamatrópulos, current councilor and former candidate for mayor for Podemos Bariloche four years ago, now at the head of a new alliance under the name of We add by Bariloche.
In the same condition is Armando Aligia, for the Left Front and the Workers Unit, who was already a candidate in 2011 for that same alliance. He will also insist Andrea Galaverna (Including Bariloche). The former ombudsman had already presented herself in 2019 as a candidate for mayor for the Frente Grande, but at the last moment was challenged and could not participate. This time he managed to register his list for the neighborhood party that he heads, in partnership with the Evita Movement and other internal sectors of the PJ.

Among the candidates who will seek to succeed the current mayor Gustavo Gennuso also appear the Trade unionist and former legislator Walter Cortés by the Union and Freedom Party, and the current governor Arabela Carreraswho after a hectic internal process managed to get Juntos Somos Rio Negro to nominate her this year to lead the city, without internal competition.
The doctor and current Peronist legislator are added to the list of applicants Ramon Chiocconi (under the label Nos Une Río Negro) and Marcelo Ponce (for the UCR, which distanced itself from the national alliance Together for Change).
Several new parties also appear among the options, some of a strictly local character, such as Seamos Futuro, with the candidate for mayor Lihue Bariggi Amaraand Neighborhood Participation, with the doctor in urban planning norberto rodriguez.
They will also participate as rookies Luis Suero by Unión Popular (the party referenced with the union leader Rodolfo Aguiar) and Facundo Blanco Villalba by First Black River.
There could have been thirteen candidates, but there was a frustrated attempt at the last moment, because the United for Bariloche party (created years ago by the lawyer Rodolfo Rodrigo) came on time to register the candidacy for mayor of Exequiel Ojeda, who had already competed for the same position in 2019. ¨But he failed to pass the Electoral Board filter.
“They tell us that the constitutive act is missing,” Ojeda himself lamented yesterday shortly after 1 pm at the door of the busy office. He said that with Rodrigo they would evaluate the possibility of resorting to the Electoral Justice.
Comply with each clause
The hustle and bustle over the closing of the lists kept not only the members of the Electoral Board (made up of Dana Guzmán, Ernesto Vicens and María Ortega) and the employees of that body in suspense, but also the main owners of each party and alliance. The engineering to make up the payrolls forced them to insert names carefully so as not to violate the law that requires the equating of men and women.

Vicens explained that the rule is to group the candidacies in pairs and both genders must be represented in each one. For example, if the first is a man and the second a woman, the third can also be a woman and the fourth necessarily a man. “Yes, that’s how the list of starting candidates is, in the list of substitutes it must be the other way around,” Vicens completed.
The voluminous folders of each list must have included enabling documentation of the party and also of each candidate. As Vicens explained, among the obligations is to demonstrate that the candidates for elective positions are not debtors of the municipality and also that they have a minimum residence of three years in the city, immediately and prior to the electoral date.
Another limitation set by the Code has to do with age. To be a mayor you must be at least 30 years old, completed on the day of the election. The Seamos Futuro candidate, Lihue Bariggi Amara, is right on the limit because he was born in June 1993. For councilors the minimum age limit is 21 years and the first candidate for councilor from that party, Catalina Fonzo Verdeal, also entered with the just because he fulfilled them a few months ago.
These and other conditions must now be examined by the Board, on a case-by-case basis, so that all registrations registered until yesterday are of a “provisional” nature.
Top names on the charts
From now on, all eyes will be on the identity of the candidates, who will begin to spread their photos and their proposals. In each case, the main objective will be to familiarize the voters with the names, at least, of the candidate for mayor and the first councilor. Although in the biggest parties it will be necessary to pay attention to the entire upper part of the payroll, since several seats could be secured.

The campaigns are underway
The campaigns are already formally launched. By the Electoral Code, proselytizing activity is allowed in the sixty days prior to the election, but several parties began to place their posters in the streets. Others, like UP, hold open talks at their premises to discuss urgent problems in the city (tomorrow they scheduled a meeting on access to land and housing) and others widely publicized their own visit to the Electoral Board to sign the registration.
