Dakar, Feb 9 (APS) – The President of the Republic, His Excellency Macky SALL, chaired the Council of Ministers on Wednesday, February 09, 2022, at the Palais de la République.
At the beginning of his communication, the Head of State magnified the coronation of Senegal at the end of the 33rd edition of the African Cup of Football Nations (CAN), which took place from January 09 to February 06, 2022, in Cameroon: this continental sports competition has become, over the years, a leading international sporting event.
The President of the Republic takes the opportunity of this Council to reiterate, on behalf of the Nation, his warm congratulations to the Senegalese delegation, the Minister of Sports, the President and members of the Senegalese Football Federation, as well as the technical and administrative management.
The Head of State congratulates, in particular, the players, our valiant “Lions”, who, in addition to their remarkable talents, have drawn from our deep values, namely courage, perseverance, resilience, solidarity and mental strength to any test, to win the African Cup of Football Nations, a first Trophy for Senegal.
The President of the Republic thanks the people for the exceptional mobilization during the unprecedented reception of the Lions.
The Head of State is delighted with this historic triumph of the national football team, which remains a beautiful victory of the Senegalese People: A People in unison, who communed with the “Lions”, in an exemplary national momentum, which illustrates the potential of our country and its international influence in the dynamic of Emerging Senegal.
The Head of State therefore calls on the Government to continue the efforts made to develop the sport, in all disciplines, and further prepare the management of high competitions.
The President of the Republic urges, in this spirit, the Senegalese Football Federation, to accelerate the modernization of national football (in all its categories), to establish, with the national private sector, an economy around football, in view of our new status as reigning Champion of Africa; which strengthens the image of Senegal, as well as the opportunities and possibilities of partnership.
The Head of State also invites the Minister of Sports and the Senegalese Football Federation to initiate, by the end of February 2022, a prospective review of Senegal’s participation in the African Cup of Nations (CAN) and the next international football competitions.
The President of the Republic emphasizes that this victory of Senegal, is an example of success that forges the Great Nations. It opens a new era for national sport, in particular with the inauguration, on February 22, 2022, of the Stade du Sénégal, which is truly a “Den of the Lions of Senegal”.
The Head of State also points out the need to accelerate the rehabilitation and construction program of stadiums (Léopold Sédar SENGHOR, Demba DIOP), as well as the development of functional sports fields in the neighborhoods, in order to offer young people a quality development framework in the localities of the Country.
Finally, the President of the Republic asks the Minister of Sports to organize the presentation of the Trophy in the 14 regions of Senegal, and to coordinate the publication of an exhaustive book and the production of an adapted film, which trace, for history, the great epic and the memorable reception of the “Lions”, African Football Champions.
Addressing the issue related to the intensification of the process of functional construction of Youth and Citizenship Houses, the Head of State recalls that the Youth PES, constitutes one of the major initiatives of his action and invites the Minister of Youth to take all appropriate measures, in order to accelerate the implementation of the first phase of implementation of Youth and Citizenship Houses in the eight (08) targeted departments.
On the social climate, management and monitoring of internal affairs, the President of the Republic emphasized the following points :
1. the intensification of the State’s efforts to ensure the normal course of the school year, in relation with the teachers’ unions, with a view to finalizing, as soon as possible, the consultation process aimed at taking charge, by consensus, of the points of agreement according to the practical modalities and a precise implementation agenda ;
2. the strengthening of social protection and the management of the social impacts of the Covid-19 pandemic: on this point, the Head of State calls on the Government to intensify initiatives, stabilization actions and urgent measures to reduce the prices of everyday consumer goods.
The President of the Republic invites, in this regard, the Minister of Finance and Budget and the Minister of Trade, to convene, as soon as possible, the National Awards Committee ;
3. the revival of cultural activities: in this regard, the Head of State asks the Minister of Culture, with the involvement of artists and cultural men, to launch the national cultural agenda for the year 2022, highlighting the major dates and events that bring the revival of cultural activities.
The President of the Republic closed his communication on his diplomatic agenda and on the follow-up of cooperation and partnerships, by returning to the recent Summit of the African Union, an organization, of which Senegal has now, since February 05, the current Presidency for one year.
The Head of State thus congratulated the Minister of Foreign Affairs and Senegalese from the Outside on the successful holding of the Executive Council of the African Union.
UNDER COMMUNICATIONS
– The Minister, Secretary General of the Presidency of the Republic gave an update on the follow-up of the presidential directives and instructions ;
– The Minister of Finance and Budget made a communication on the budget implementation situation ;
– The Minister of Foreign Affairs and Senegalese from the Outside made a communication on the African Union Summit of February 5 and 6, 2022 ;
– The Minister of Economy, Planning and Cooperation made a communication on the prospects for reform of the Strategic Investment Fund of Senegal (FONSIS) ;
– The Minister of Agriculture and Rural Equipment made a communication on the peanut marketing campaign.
UNDER THE LEGISLATIVE AND REGULATORY TEXTS
The Council considered and adopted :
– The draft decree approving the statutes of the Société nationale Sénégal Numérique (SENUM SA) ;
– The draft decree on the transfer of optical fiber infrastructure from the State to the Société nationale Sénégal Numérique (SENUM SA).
UNDER INDIVIDUAL MEASURES
The President of the Republic made the following decisions :
▪ Mr. Aboubakry Sadikh NIANG, Elementary education Inspector, pay number n ° 513 193 /L, previously Academy Inspector of Kaffrine is appointed Academy Inspector of Dakar, replacing Mrs. Khadidiatou DIALLO, admitted to assert her rights to a retirement pension ;
▪ Mr. El Hadji Mouhamadou DIOUF, Inspector of elementary education, pay number n ° 605 807 / D, previously Inspector of Education and Training of Mbour 2, is appointed Inspector of Academy of Thiès, replacing Mr. Papa Baba DIASSE, called to other functions ;
▪ Mr. Abdoulaye WADE, Inspector of elementary education, pay number n ° 509 266 / L, previously Inspector of Education and Training of Grand Dakar, is appointed Inspector of Academy of Kaffrine, replacing Mr. Aboubakry Sadikh NIANG, called to other functions.
