The conclusion of the revision of the Party Constitution… … Conflict may ignite again under the new leadership system

Re-application of the Party Constitution, final confirmation by the Central Committee
Possibility to re-promote the revision of the party constitution, ‘priority to vote by all party members’ when pro-myung-gye comes to power
Park Yong-jin, “All party members voting clause, take time to gather opinions”

The process of revising the party constitution, which heated up the last-minute race of the Democratic Party of Korea’s August 28 National Convention, was completed after twists and turns.

The Democratic Party announced on the 26th that it had voted on the amendment to the Party Constitution (Article 80), which included provisions related to ‘suspending party office and relieving party office in case of indictment’ as a result of online voting by the Central Committee on the 26th.

At the time of the Central Committee on the 24th, the amendment bill (Article 14) stating that the votes of the rights party members take precedence over the resolutions of the national delegates meeting and the amendment to the party constitution, which were proposed as a package but were rejected because they did not receive the approval of a majority of the total number of members, were processed after re-introduction.

As a result, the conflict over the revision of the Party Constitution, which has been controversial among the conflicting interests between factions, is in an atmosphere of ending.

Non-Lee Jae-myung (Scream) was opposed to both amendments to the constitution from the beginning.

In the case of Article 14, he pointed out that the intention was to strengthen the pro-name system when candidate Lee Jae-myung was elected as party leader in a situation in which a large number of party members with pro-name (pro-Lee Jae-myung) were enlisted before and after the presidential election.

Article 80 has also been criticized as an amendment to the party constitution for ‘bulletproofing’ for Lee, who has various legal risks.

In particular, they tried to reject it due to the logic of ‘violation of the principle of absence of solar radiation’, but this was not successful.

There is also an opinion that the revision of Article 80 was made regardless of faction, as there is a ‘risk of indictment’ by former government ministers or members of the Blue House staff.

As Article 80 of the Party Constitution, which drew attention with the previous generation in front, was amended despite the opposition of the screaming system, it is evaluated that variables that will affect the party’s representative election have disappeared from within the party.

If this amendment was rejected due to the power of rival candidate Park Yong-jin’s public opinion battle, etc., it could have tried to gather the ‘anti-Lee Jae-myung’ sentiment, but even that was not enough.

However, there is an opinion that it is difficult to see that the conflict within the party over the controversy over the revision of the party constitution has been completely resolved.

This is because if candidate Lee enters the office of party leader and the ‘Lee Jae-myung system’ is established, he can once again revise the party constitution by ‘prioritizing votes for the right party members’.

In this regard, Candidate Park posted on Facebook after the Central Committee’s online voting on the same day, saying, “I hope that we can take time to gather the opinions of the party members in accordance with democratic principles and procedures regarding the provision of voting for all members of the rights party, which has been deleted this time.” said.

It is interpreted that he expressed a sense of caution about the possibility of re-promotion when the ‘Lee Jae-myung leadership’ was launched, saying that a central argument is needed to re-promote the ‘Rights Party Voting Priority’ party constitution.

Regarding Article 80 of the Party Constitution, which was pointed out as ‘Lee Jae-myung bulletproof use’, he emphasized, “I hope that the members of the Party Committee will have a thorough election and responsibility so that the judgment of the Party Committee does not become a bulletproof clause for a specific person.”

However, there is an air of discomfort at this argument, saying that the pro-myung family is causing rebellion even before the party leadership is officially launched.

A pro-Myung-gye lawmaker said on the phone, “Lee won’t be too pushy despite the chaos.”

It is also worth noting that Article 80 of the Party Constitution was passed by the Central Committee, but it did not elicit overwhelming support.

Of the 566 members of the Central Committee, 418 voted in favor, with 311 votes in favor, 54.9% of the total members.

Even if Candidate Lee is elected as the representative, the one-way reform of the party constitution may not be easy if he is aware of the considerable ‘screaming’ forces who oppose the amendment of the party constitution.
