While the hospital crisis continues, the Prime Minister, Elisabeth Borne, announced, Thursday, August 31, during a trip to Rouen, several measures to upgrade the night work of caregivers, one of the black spots highlighted by hospital health professionals. “We must recognize these particular constraints”, said the head of government.

So-called “non-medical” personnel (nurses, nursing assistants, etc.) will see their remuneration for their night hours increased by 25% compared to the day rate, and the flat rate paid for work on Sundays and public holidays increased by 20 %. The price of night duty for doctors will be increased by 50% in both the public and private sectors, and the penalties for practitioners will be increased in public hospitals to the level of those paid in the private sector.

Expected, these revaluations thus come to “perpetuate” the provisional provisions decided in the summer of 2022, when the hospital found itself under high tension with the multiplication of closures in the emergency services, and extended since. François Braun, just appointed Minister of Health, had deployed around forty measures, and among them the revaluation of 50% of doctors’ duty at the hospital, and the doubling of the allowance paid to caregivers at night, going from 1 to 2 euros per hour.

Priority “to lower salaries”

The new system presented by the head of government, which will be included in the 2024 Social Security financing bill, represents an envelope of 1.1 billion euros in a full year, according to Matignon. It will enter into force in January 2024, while the “Braun” measures will be extended until then.

The upgrades will be “more advantageous” for caregivers, we are assured at Matignon, where we highlight the consideration of seniority: the increase thus consists of a percentage of the salary, and no longer a doubling of a fixed allowance . For a mid-career nurse, who would work twelve nights a month, this will represent a gross increase of 300 euros; 496 euros at the end of his career.

“We take priority over non-medical staff, with lower salaries”, defends Aurélien Rousseau, Minister of Health. With a virtuous loop sought for all hospital stakeholders: “If we manage to increase recruitment and better retain nurses, we will be able to reopen “beds””recalls the Minister, who aspires at the same time to “move forward on other projects to give meaning to the nursing profession”such as the reorganization closer to the hospital service, or even the training of personnel.
