In terms of quality, the “Announcement on the Main Data Results of the National Cultivated Land Quality Grade Update and Evaluation in 2016” shows that the average grade of the national cultivated land quality is 9.96, and the cultivated land above the average grade only accounts for 39.89% of the national cultivated land evaluation area. 60.11% of the cultivated land is below the average level. In other words, about 60% of the cultivated land in my country is not of high quality.

The rapid development of my country’s economy has also created a greater demand for land. At present, my country’s total economic volume has exceeded 120 trillion yuan, ranking second in the world, and the contradiction between economic development’s demand for land and the hard constraints of land supply has become increasingly prominent. In 2022, the urbanization rate of my country’s resident population will be 65.22%, which is lower than the level of 80% to 90% in developed countries. In the future, the urbanization process of the population still needs to increase the scale of urban construction land, and the demand for land resources for economic and social development such as infrastructure construction. will continue to grow. Moreover, the development and utilization of resources in my country, which focuses on incremental development and external expansion, has not been fundamentally reversed.

In addition, in recent years, the trend of “non-grainization” of cultivated land in some areas of my country is worthy of vigilance. In some places, the adjustment of agricultural structure is simply understood as reducing food production, and some business entities have violated regulations by planting trees and digging ponds on permanent basic farmland. What’s more, some industrial and commercial capital transferred arable land to grow non-grain crops on a large scale.

At present, the external situation is turbulent, and the international agricultural product market fluctuates frequently. With the upgrading of the consumption structure and the tightening of the carrying capacity of resources and the environment, my country’s grain production and demand will remain in a tight balance in the future. Under such circumstances, we must attach great importance to food security to ensure that we are basically self-sufficient in grain and absolutely safe in rations.

Therefore, on the issue of land, it is necessary to balance the two aspects of development and protection, unswervingly promote conservation and intensification, and unswervingly strictly abide by the red line of cultivated land. It is necessary to reduce the arable land occupied by various constructions from the source, strictly control the newly added land, and achieve dual control of the total amount and intensity of land use. Accelerate the establishment of a responsibility system that fully implements the responsibility of the party and the government for the protection of cultivated land. On the basis of stabilizing the total amount, optimize the layout through planned restoration of cultivated land.
