In accordance with the commitment of the President of the Republic, the draft constitutional law including voluntary termination of pregnancy (abortion) in our Constitution was presented this morning to the Council of Ministers. It makes France the first state in the European Union to provide such a level of protection.
Beyond this essential measure which completes the edifice built by Simone Veil, Minister of Health in 1975, the Government and the parliamentary majority have been acting since 2017 to strengthen women’s access to abortion. In particular, the legal period for abortion was extended by law, in March 2022, from 12 to 14 weeks.
In continuation of this commitment, the Minister of Health and Prevention is announcing two important measures today:
Expanding the possibility for midwives to perform instrumental abortions in health establishments. Beyond the capacity given to them to perform medical abortions since 2016, this new skill constitutes a strong response to the access difficulties observed in certain territories. The decree allowing midwives to carry out this activity will be published in the coming days;
In addition, the Minister of Health and Prevention has decided to increase by 25% the prices paid to health establishments for carrying out abortions., which had not been reviewed since 2016 and were significantly lower than the costs borne by establishments for this activity. This significant increase demonstrates the priority that the Government gives to this care, and highlights the commitment of structures allowing access to abortion for our fellow citizens who wish it.
“Guaranteeing this freedom for women means acting on a daily basis so that they have access to abortion as easily as possible. To do this, we must maintain the mobilization of health establishments and professionals so that they carry out these actions. It is with this objective of increasingly securing access to this right that I decided to generalize the practice of instrumental abortions for midwives and to increase the prices of abortions. » declared Aurélien ROUSSEAU, Minister of Health and Prevention.
