the municipal council unanimously adopts the PDL and the sanitation master plan

The municipal council of Matam held this Friday, August 19, 2022, its second ordinary session. The meeting was chaired by Mayor Ismaël Condé; and, it took place in the presence of the technical and financial partners of the town hall of Matam, representatives of the trade unions and police officers. Four (4) points were on the agenda, namely: General information, the adoption of the local development plan (PDL) of Matam for the period 2021 -2025, the proposal for municipal police regulations in the framework of traffic regulation and convenience on public roads and the creation of a service for the recovery of market rights on all activities carried out outside the scope of markets and miscellaneous, reports Guineematin.com through its team of reporting which were the town hall of Matam.

After the presentation and the debates, the 25 municipal councilors present (out of 35 registered) unanimously adopted all the documents submitted for their approval. The mayor of the commune of Matam, Ismaël Condé, took the opportunity to recall the actions taken by the town hall of Matam since his arrival at the head of this municipality.

“The items on the agenda of this ordinary session of the Matam municipal council sufficiently prove our firm desire to provide our municipality with development instruments allowing us to combine our efforts on the essentials in order to make our community one example among many others. Thus, on the account of the first point, I would like to inform everyone that since February 25, 2022, the date of our accession to the head of the town hall of Matam, that it has been validly represented at all met ; both nationally in Conakry and internationally. We have during the first 5 months, since our arrival, made a visit to Abidjan within the framework of the international association of French-speaking mayors. We have also, as part of the strengthening of our waste management system, sent the first vice mayor in charge of sanitation to Paris, Brussels and to the European Union to go and take the necessary instruments to come and help us. as part of the professionalization of waste management. We were on behalf of the Enabel mission in Kigali to take examples in the context of the establishment of a digitized civil status system within our municipality and within the Republic… The municipality has also took part effectively in all the activities initiated by the government and participated perfectly in the various social cases, passing through other areas related to the life of our fellow citizens”, indicated Ismaël Condé.

Continuing his speech, the mayor of the municipality of Matam explained that the process of drawing up the local development plan (PDL) was respected in accordance with the legal procedure and resulted in the effective consideration of the development concerns of the municipality of matam.

“It is also a way of conveying to you our desire for participatory local governance where accountability is essential as a cardinal principle of our operation. I would also like to invite each of you to understand the rigors that are imposed on us and the difficulties that we encounter and especially in the face of the weight of the commitments in relation to our constituents who are our fellow citizens who oversee the execution of the various development programs of our municipality. Finally, I would like to appeal to everyone regarding the management of public assets, which is a very delicate exercise. Because, the parameters that contribute to this are binding in relation to the skills in accordance with the provisions of the law and regulations in force in the Republic of Guinea. I am counting on everyone’s contribution in a spirit of work,” said Ismaël Condé.

The local development plan submitted for adoption by the municipal council of Matam is a 253-page document taking into account several aspects of the development of the said locality. According to the secretary general, Mamadi Nabé, the overall cost of this local development plan for the municipality of Matam (which contains 236 actions) is estimated at more than 172 billion Guinean francs.

In his presentation on the content of the PDL submitted to the analysis and vote of the municipal councilors present at this second ordinary session, he indicated that the work of drafting the document was carried out in 5 main phases.

“The first is the preparatory phase which has within it 5 activities that we have carried out. The setting up of a steering committee that has brought us together today in this room for the real adoption of this document. There is also the participatory diagnosis which was organized in the 24 neighborhoods and 103 sectors of the commune of Matam, under the technical coordination of the executives who must necessarily be greeted and congratulated in this room, with the technical support of the Ministry. the administration of the territory at the request of the municipal council through the assistance of the mayor. There is also the planning that has been done and that should not be overlooked to allow us to program the intervention that we bring out the PAI each year to be financed, ”said Mamadi Nabé.
