The Order of Nurses of Quebec “puts on ice” its compulsory baccalaureate project

The Order of Nurses of Quebec (OIIQ) is changing course. While in May 2022, he wanted the next generations of nurses to obtain a university degree to practice this profession, he is now renouncing this revision of the requirements for the moment.

The OIIQ had submitted a 300-page file to the Office of Professions in 2022, in which it affirmed that the only diplomas giving access to the OIIQ permit must be at university level following a bachelor’s degree in science. nurses or a DEC-bac course.

However, following the turmoil of the last two years, linked to the success rates for its admission exams, the management of the OIIQ is reviewing its approach.

The review of the mechanisms for access to the profession is formally put on hold, the head of the office of the presidency of the Order, Alexandre Banville, confirmed to Radio-Canada.

Mr. Banville explains that the OIIQ collaborates with its institutional partners to improve existing programs, particularly with regard to the DEC.

The Interprofessional Health Federation of Quebec (FIQ) welcomed this decision.

The FIQ invites the OIIQ to now focus its energies on the fundamental problems of the nursing profession. These problems have been denounced by the OIIQ in the past. For example, the employer moves nurses from one care unit to another without adequate preparation.

For its part, the Fédération des cégeps highlighted a very encouraging retraction, especially in the context of the labor shortage that we are currently experiencing.

One thing is certain: technical nursing training provided at the college level makes it possible to adequately train nurses in 46 CEGEPs across Quebec. Our young people can enroll in the DEC with complete confidence knowing that they will be able to practice the nursing profession to which they aspire, indicated Bernard Tremblay, president and director of the Fédération des cégeps, in a press release.

At the National Federation of Teachers of Quebec (FNEEQ-CSN), we are also delighted with this decision.

Quebec has a nursing workforce of approximately 81,000 people.

The proportion of holders of a bachelor’s degree in nursing is 53%.

Next exam on March 26

Radio-Canada has also learned that the OIIQ is indefinitely suspending its plan to use an American NCLEX-RN exam to evaluate 5,000 to 6,000 candidates for the profession each year.

It is recommended that candidates for the practice of nursing not wait for the NCLEX-RN to register for the professional exam, underlines Alexandre Banville, of the OIIQ.

The next exam is scheduled for March 26 and will be open to everyone, regardless of the number of attempts.

In an exceptional gesture, the Office des professions du Québec announced last November its intention to force the OIIQ to review the admission exams carried out since September 2022. It had therefore mandated the former Ombudsman Marie Rinfret to support the professional order.

These decisions come at a time when the shortage of nurses remains at the heart of the news in the health network.

In its latest annual report on the profession’s workforce, the OIIQ confirmed that it had never issued so few new practice permits since 2013.

In 2022-2023, the OIIQ granted 2,864 new permits, compared to 3,600 on average annually since 2013-2014. This is 730 permits fewer than the average for previous years.

This modest number of permits granted in 2022-2023 comes at a time when the needs have never been greater in the network, in particular to relieve emergency room congestion and to implement the surgical operations catch-up plan.
