Dakar, Feb 9 (APS) – The President of the Republic, His Excellency Macky SALL, chaired the Council of Ministers, this Wednesday, February 09, 2022, at the Palace of the Republic.

At the start of his communication, the Head of State magnified the coronation of Senegal at the end of the 33rd edition of the African Cup of Nations Football (CAN), which took place from January 9 to February 06, 2022, in Cameroon: this continental sports competition has become, over the years, a leading international sporting event.

The President of the Republic seizes the opportunity of this Council to reiterate, on behalf of the Nation, his warm congratulations to the Senegalese delegation, to the Minister of Sports, to the President and to the members of the Senegalese Football Federation, as well as to the technical and administrative framework.

The Head of State congratulates, in particular, the players, our valiant “Lions”, who, in addition to their remarkable talents, have drawn on our core values, namely courage, perseverance, resilience, solidarity and unfailing mental strength, to win the African Cup of Nations Football, a first trophy for Senegal.

The President of the Republic thanks the populations for the exceptional mobilization during the unprecedented reception of the Lions.

The Head of State is delighted with this historic triumph of the national football team, which remains a great victory for the Senegalese people: A people in unison, who have communed with the “Lions”, in an exemplary national spirit , which illustrates the potential of our country and its international influence in the dynamics of Emerging Senegal.

The Head of State therefore asks the Government to continue the efforts made to develop sport, in all disciplines, and to better prepare the management of high competitions.

The President of the Republic urges, in this spirit, the Senegalese Football Federation, to accelerate the modernization of national football (in all its categories), to establish, with the national private sector, an economy around football, with regard to our new status of reigning African Champion; which reinforces the image of Senegal, as well as the opportunities and possibilities of partnership.

The Head of State also invites the Minister of Sports and the Senegalese Football Federation to initiate, before the end of February 2022, a prospective review of Senegal’s participation in the African Cup of Nations (CAN) and to the next international football competitions.

The President of the Republic stresses that this victory for Senegal is an example of success that forges the Great Nations. It opens a new era for national sport, in particular with the inauguration, on February 22, 2022, of the Stade du Senegal, which is truly set up as the “Lions of Senegal Lair”.

The Head of State points out, moreover, the need to accelerate the stadium rehabilitation and construction program (Léopold Sédar SENGHOR, Demba DIOP), as well as the development of functional sports grounds in the districts, in order to to offer young people a quality development framework in the localities of the country.

Finally, the President of the Republic asks the Minister of Sports to organize the presentation of the Trophy in the 14 regions of Senegal, and to coordinate the publication of an exhaustive work and the production of an adapted film, which retrace, for the history, the great epic and the memorable welcome of the “Lions”, African Football Champions.

Addressing the question related to the intensification of the process of functional construction of the Houses of Youth and Citizenship, the Head of State recalls that the PES Youth, constitutes one of the major initiatives of his action and invites the Minister of Jeunesse to take all appropriate measures to accelerate the implementation of the first phase of the establishment of Youth and Citizenship Centers in the eight (08) targeted departments.

On the social climate, management and monitoring of internal affairs, the President of the Republic insisted on the following points:

1. the accentuation of the State’s efforts to ensure the normal progress of the school year, in conjunction with the teachers’ unions, with a view to finalizing, as soon as possible, the consultation process aimed at management, in the consensus, of the points of agreement according to the practical methods and a precise schedule of application;

2. the strengthening of social protection and the management of the social impacts of the Covid-19 pandemic: on this point, the Head of State asks the Government to intensify initiatives, stabilization actions and urgent reduction measures prices of everyday foodstuffs.

The President of the Republic invites, in this regard, the Minister of Finance and Budget and the Minister of Trade, to convene the National Price Committee as soon as possible;

3. the revival of cultural activities: on this subject, the Head of State asks the Minister of Culture to proceed, with the involvement of artists and men of culture, to the launch of the national cultural agenda, to the year 2022, highlighting the major dates and events that lead to the revival of cultural activities.

The President of the Republic closed his communication on his diplomatic agenda and on the follow-up of cooperation and partnerships, returning to the recent Summit of the African Union, an organization for which Senegal has now ensured, since February 5, the Chairmanship for one year.

The Head of State thus congratulated the Minister of Foreign Affairs and Senegalese Abroad for the good performance of the Executive Council of the African Union.

FOR COMMUNICATIONS

– The Minister, Secretary General of the Presidency of the Republic took stock of the follow-up to presidential directives and instructions;

– The Minister of Finance and Budget made a statement on the budget execution situation;

– The Minister of Foreign Affairs and Senegalese Abroad made a presentation on the African Union Summit of February 5 and 6, 2022;

– The Minister of Economy, Planning and Cooperation made a presentation on the prospects for reform of the Strategic Investment Fund of Senegal (FONSIS);

– The Minister of Agriculture and Rural Equipment made a presentation on the groundnut marketing campaign.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Board considered and adopted:

– The draft decree approving the statutes of the National Digital Senegal Company (SENUM SA);

– The draft decree on the transfer of fiber optic infrastructure from the State to the Société Nationale Sénégal Numérique (SENUM SA).

UNDER INDIVIDUAL MEASURES

The President of the Republic has taken the following decisions:

▪ Mr. Aboubakry Sadikh NIANG, Inspector of elementary education, salary number 513 193/L, previously Inspector of Kaffrine Academy is appointed Inspector of Dakar Academy, replacing Mrs. Khadidiatou DIALLO, admitted to assert his rights to a retirement pension;

▪ Mr. El Hadji Mouhamadou DIOUF, Inspector of elementary education, salary number 605 807/D, previously Inspector of Education and Training of Mbour 2, is appointed Inspector of Academy of Thiès, replacing Mr. Papa Baba DIASSE, called to other functions;

▪ Mr. Abdoulaye WADE, Inspector of elementary education, salary number 509 266/L, previously Inspector of Education and Training for Grand Dakar, is appointed Inspector of Kaffrine Academy, replacing Mr. Aboubakry Sadikh NIANG, called to other functions.
