What if the state stopped paying the salaries of its employees at the end of this month?

“Let us rise up for our dignity because we are the state. As for them, they steal our loaf, then give us a crumb of it, and then order us to thank them for their generosity in their rudeness!” – Public Administration employees in Lebanon….as if they are begging at the gates of the burning nation. They shed tears as they count the few pennies at the end of each month, and divide them into thirty days, then they gather, strike and cast, and they come out with certainty and supplication: O fellows, shake the earth and those in it, and do not be silent, because the calamity is not in the injustice of the wicked, but in the silence of the good.
No, “state” officials do not wait for someone to call them to disobedience, and they are the ones who have reached a dividing point between life and death, and reality is proof. Almost no two employees, from the public sector, meet, but oppression is the third. We wander among them in search of a glimmer of hope, and we find that they are adrift, wandering, scorched, and miserable.

There is no home in Lebanon without an employee in the public sector. And since they got the chain, the resurrection did not sit still. They took on the one hand and paid from the live meat on the other. In the end, they rejoice in the crumbs. Pension what lived until the end of the month. And this month, they were devastated by the news that spread among them like wildfire before it came out to the media: There is no transportation fee for this month and no “pension” for the end of next month. Whoever is absent fifteen days will be warned, and he may be told from his position. A lot of “insults” and “Amr don’t have a job,” but between themselves and themselves, they say: With a share, you fill a vacant lot. However, when the share becomes a road fare, it becomes different.

“Rinse” is the responsibility of the employees

15,000 employees in the public sector. 15 thousand miserable desperate angry sad worried. 15,000 lost in a forest full of monsters called: The Lebanese State. 15,000 state employees thought that life smiled at them when they won the civil service exams, and each of them got the title: a state employee! They slept on silk and woke up in Hell. In the end, this month they received their pension late and without transportation. There are those who warn them that there will be no wages after June. Above all, there are those who, in some ministries, demand that they pay 20,000 pounds per month for cleaning their offices, and another 20,000 pounds for tissue paper. In one of the ministries, employees became angry after being asked to pay the cost of “rinsing” the drawer of the ministry, which, like all ministries, dispensed with the services of the cleaning company it had contracted with for more than a decade.

One of the employees shouted: “We are the fuel of the state. Another replied: “Oh my fear, they will replace us with solar energy.” A third intervention: “We call for new employee association elections because the current one is asleep.” A fourth commented: “Employees are asleep, not the association.” Let us ask “Smitty” Nawal Nasr, president of the Public Administration Employees Association in Lebanon: Shall we say to public administration employees: God bless you and a point on the line?

Al-Riyasa does not calm down, does not remain silent, does not tire and does not get bored. Nawal Nasr, the president of the association, wrote poetry on her tongue as she spoke about demands and demanded rights. Does she have anything new about it? Is there anything that reassures a state employee? She elaborates: “As long as our salaries were the lowest, and the series of ranks and salaries came, after a long and long struggle since 1974, so they gave the judges the series in 2011, we continued to struggle until we took it in 2017. We are no more than 15,000. They did not grant us our rights from the beginning until after they gave the series of ranks and salaries to all their accountants, including those who did not have financial numbers and did not enter the public administration according to the civil service exams, and those who were crammed into the public administration illegally and without minimum conditions, and those who were parachuted.”

The management employees in the public sector obtained the chain at a cost of 612 billion liras, in return for a cost of 1500 billion to the electricity employees and… and… numbers and figures… and many contributions to Ogero… and the collapse occurred, which was attached to the chain, and to the employees of the public administration, but the reasons are different. completely. Nasr continues: We presented our problems several times instead of once, and we were struck, but no one heard us. We were satisfied with “enough for the children” of bread and cheese, or perhaps less than cheese, but they did not care about us. We told them that fuel burns us and that we are not like the military, we are transported by special vehicles and we are not like judges. We go to work one day a week, but they did not care about us either. There is an employee from a southern region who crosses a distance of 225 km to her work, so how can she continue doing that today? We demanded a transfer cut, meaning that we do not obligate employees to come daily and give them a cut off, meaning that they get an allowance for the day on which they came and for the day they were absent, so that the subject “seasons” each other. They didn’t care. Worse, we heard them talking about their intentions to raise the customs dollar, electricity services, notaries fees, and telephone service prices on the basis of the new dollar, while our wages remained at the rate of 1500 pounds and…and the budget, as you know, is one of its first principles to have a container. You cannot impose a tax on people who have nothing and their wages have become “nothing” at all.

There is an emerging situation. Public administration employees have not received, at least until now, the transportation allowance this month… Do they follow the rule of “Khirbanah Khirbanah” which is greater? The president of the Association of Public Administration Personnel replies: “They are bargaining with us. They talked about monthly aid and blocking transportation. We told them what is required is wage correction, not assistance. But they manipulate us as they please. The compensation fund has lost its value. In the end, we heard about Riad Salameh transferring the money of the compensation fund for judges, according to the value of 8000 pounds. What about the funds of the Public Administration Employees Fund? Why do they give a category and deny categories?”

We repeat the question in turn: Why is all this happening? Why are there families working in public administration whose children dream of cheese in bread? And what if the predictions were true and the public administration employees’ wages were permanently stopped at the beginning of next July? Is there an underlying goal? Nasr responds, “It is required to allocate the public administration. There are those who say today that the existing institutions are “demo de”. And I think that there are never financial justifications for stopping wages, and if that happened, it would be for a purely political reason. The state is wasting money. Banque du Liban is burning dollars. Many looted and still are. And every time they invoke the public administration employees to talk about “stuffing” the state with a surplus of employees that burdens it. No, we are only 15,000 and we are decreasing day by day. And our rights are supposed to be obtained in full, and they are sufficient for their “creation” in us. Our sector is the least expensive for the state. There are employees who receive a million pounds today. On the other hand, there is a work decree in a marine area, on a land area of 38,000 square meters, at a price of 750 pounds. Is that permissible? Our money is looted, and they “make a lot” of wage crumbs on us.

It really hurts what happens to the employees of public administrations. They promised them monthly assistance. They gave them a million and some piasters last month and cut their transportation fees this month. Nothing prevents them from receiving their wages next month. Evidence, repeating the topic so that people get used to it before it happens. Will the country collapse? This is likely what is meant. All of this is happening, at a time when there are those who talked about hitting the salaries of parliamentarians at a price of 8000 pounds. Former MP Ali Darwish spoke about this. The public administration employees started calculating and multiplying the basic amount at 8000, fidgeting and getting angry. Many MPs denied this. We called the elected representative, Ghada Ayoub, to ask her, and she said, “The paper that was sent to them says that they receive 8 million, and with the aid, it becomes only about 10 million.” We believe it. However, what we have heard, and it has been repeated for a while, prompts the question of malicious intentions to pass the increase decision, while 15,000 employees in the public administration sleep their children without dinner. What does Nawal Nasr think of that? She replied, “The representatives do not speak the truth. There are real intentions to pass the subject “on silence”. There are representatives who do not know about it, but there are others who know that it is about to happen. In any case, the proverb says, “The liar catches up at the door of the house.”

There, in the public administration, employees who participated in the parliamentary elections have not yet received their dues. Whoever was appointed head of the Registry was supposed to receive 3 million and 600,000 pounds. Whoever was appointed clerk was supposed to receive 3 million and 400 thousand pounds. However, the last innovation is to ask them to move to the brigades of the areas they were assigned to in order to receive their compensation. It means that they have to incur the transportation fee and commute long distances for that! It is strange for this country to take revenge on its people.”

and what? What is the future of public administration employees in the country, or rather, what is the future of those administrations in general?

One of them shortened everything: the public sector employee is excessive, excessive and harasses… and the rest of your life!
