The million-dollar contract has been kept under absolute confidentiality. However, an investigation by EL TIEMPO revealed that the vehicles, which spent more than a month stationary in a military battalion in Uribia, cost 46.8 billion pesos.

It also established that the company with which the purchase agreement was signed is Impoamericana Roger SAS, which registers a capital of 45 million pesos and, in addition, sells groceries, meat from dead animals for human consumption and imports cars, among other activities. .

Olmedo López himself, head of the UNGRD, confirmed in an interview with W Radio that, in addition to the company from which the 40 tank trucks were purchased, two more were invited to quote (via emails): Luket SAS and Brand SAS tank trucks.

The three firms have dozens of activities, including the sale of canned goods, textiles, groceries, sale of pumice stone, fertilizers and the import of cars.
Likewise, the three have had contracts with the UNGRD for the rental of high-end Toyotas and the supply of equipment for humanitarian aid, among others. Luket SAS appears in an investigation for cost overruns.

EL TIEMPO also found other links between the three firms invited to list. The owner of Luket is Luis Eduardo López Rosero, known as el Pastuso.

The businessman also appears in documents from Impoamericana SAS, the supplier of the vehicles that, on paper, do not appear with the tank truck addition that Olmedo López gave him in the interview.

López Rosero appears as a legal representative in documents from March 2021. In addition, Robert Sandoval, manager of Incoltanques SAS, the firm that manufactured the tanks for the 40 vehicles acquired by the Government, said that he negotiated them with López Rosero.

“We started the negotiation with López in October 2023 and we delivered them on January 9. At this moment we are manufacturing about 40 more,” Sandoval told EL TIEMPO.

And in a corporate search carried out by EL TIEMPO it was established that the other firm that was invited to quote the tank cars belongs to López Rosero’s wife.

In one of López Rosero’s companies, Roger Alexánder Pastas Fuertes, the sole shareholder of Impoamericana Roger SAS, the seller of the tank trucks, appears as substitute legal representative.

In addition, Pastas Fuertes, a veterinary student, appears doing paperwork for another of López Rosero’s companies and for his wife’s.

The questions

How does the UNGRD explain that the three companies it invited to quote the tank trucks have such obvious connections? Who proposed these companies? Where did the money with which they acquired the tank trucks come from and why had they imported the 40 that the UNGRD needed for La Guajira?

These are some of the questions that the Prosecutor’s Office, the Attorney General’s Office and the Comptroller’s Office seek to clear up. They also want to establish the role that an importer from Norte de Santander identified as Elmer Francisco Celis Ramírez had in the company Impoamericana Roger SAS.

EL TIEMPO has evidence that he was the one who bought that company, despite the fact that Pastas appears as the sole shareholder.

The Attorney General’s Office ordered diligence to the Matamoros battalion.

A month before sealing the deal, Celis Ramírez was murdered in Cúcuta by two hitmen.

EL TIEMPO called López Rosero’s offices to ask him about these links with the other firms, but his secretary said he was out of the country. And from Luket and RML they assured that they do not know him, although on papers he appears as the owner.

His wife doesn’t respond to messages either. And Pastas Fuertes only answered his cell phone once to say that the UNGRD did not object that his company had such low capital to seal a contract for 46.8 billion pesos.

The 40 vehicles would be operating this Wednesday in La Guajira

According to the National Unit for Disaster Risk Management (UNGRD), 10 of the 40 trucks went into operation yesterday. The remaining 30, they assured, will be fully operational this Wednesday.

“These tank trucks are an effective and timely response to the water crisis that affects La Guajira, where 50% of children die due to problems related to nutrition and lack of drinking water and food,” the entity said in a statement.

The vehicles, which are under the custody of the Matamoros Battalion, in coordination with local authorities and the Army, will be operated by Wayú drivers.

It is important to highlight that these actions are part of the ‘Route for life’ strategy, with which the Government seeks to bring water to populations affected by the drought.

This is different from Misión La Guajira, an alliance between Prosperidad Social and Grupo Aval – with support from W Radio and Grupo Prisa –, with which they seek to generate projects to help 74 communities in the region.

Likewise, it differs from the alliance that the Ministry of Housing recently made with the public and private sectors, as well as with foundations, NGOs and foreign governments, to rehabilitate 39 drinking water systems in the department.
