the Senate refuses identity verification by cafetiers and restaurateurs

The Senate, dominated by the right-wing opposition, deleted, on the night of Tuesday 11 to Wednesday 12 January, during the examination of the bill transforming the health pass into a vaccination pass, the possibility, for the managers of the places and activities subject to the pass, to verify the identity of its holder.

The deputies will be able to reinstate this controversial provision in the continuation of the parliamentary shuttle.

Despite an opinion “Unfavorable” by Secretary of State Alain Taquet, the Senate adopted by 303 votes against 37, a series of ten identical amendments carried by elected officials from the left as from the right purely and simply removing a measure which had been welcomed freshly by the bar bosses, cafes and restaurants.

The text voted by the National Assembly at first reading provided that in addition to the police, the managers of places and activities subject to the pass could carry out identity checks, but under very limited conditions.

This was to allow them to request a “Official identity document”, “When there are serious reasons for believing that the document presented is not authentic or does not relate to the person presenting it”.

“The disadvantages seem to outweigh the advantages”

In committee, the senators had maintained the measure, but on “Light modalities”. In the Chamber, the rapporteur Philippe Bas (Les Républicains, LR, Manche) relied on the wisdom of the Upper Assembly, judging that “The disadvantages seem to outweigh the advantages”, namely the fight against fraud.

Marta de Cidrac (LR, Yvelines) argued that she risked “Reinforce the feeling of mistrust towards the French” and called for leaving these control tasks to the security forces “Whose job is”.

The Senate will resume consideration of the bill on Wednesday afternoon; 104 amendments remain to be considered, including nearly fifty on Article 1is acting the transformation of the health pass into a vaccination pass.
