The Delegation to companies organized the 6th edition of his Business Day (JDE) during which nearly 150 entrepreneurs came to discuss topical issues: “Environmental transition of companies: how to make it a lever of competitiveness?” et “Successfully transferring and taking over businesses: a priority in our regions“. This high point of debate is part of the logic that is the DNA of the Delegation: giving the floor to managers in the field to bring up the difficulties and expectations of companies. It is in this spirit of dialogue that the President of the Senate, Gerard Larcherwanted to create La Délégation aux entreprises.

Faced with the increase in European ambition in the fight against the greenhouse effect, companies are invited to step up their efforts in terms of social and environmental responsibility despite a deteriorating economic situation and a context of increased competitiveness. The entrepreneurs who took part in this debate, however, testified to their difficulties in the face of the accumulation of requirements in terms of extra-financial communication, requested by the stakeholders. The company must modify its model to be sustainable and train its employees in sustainability. SME managers testified to the need a simple normative framework, proportionate to their means, stable and predictable, and to be accompanied in their CSR approach. The relocation of companies in the territories, such as the border carbon tax can only be favorable to the decarbonisation of the economy and the competitiveness of French and European companies. The insufficient encouragement of CSR via public procurement has been denounced by some. A business leader has challenged the state:What is its energy strategy? We need a long-term vision when we invest!”.

Regarding the business transfertestimonials from entrepreneurs highlighted the essential role of the Dutreil Pact, which is essential to the family transmission, the rate of which in France (between 14 and 20%) is very low compared to other European countries. The representative of the direction of the tax legislation of Bercy recalled all the devices considerably reducing the taxation of the transmission, whether family or to a third party. However, rebounding on these elements, a business manager alerted the assembly by explaining that for managers of VSEs or small SMEs, the cost of recovery remains very highespecially in a context of tensions where business leaders are forced to pay themselves less than employees with hard-to-find skills.

Pour Serge BabaryPresident of the Delegation to companies : “As they are overwhelmed by successive crises and taxation, the distress of the leaders is at least as great as their passion for the company they lead.
