Vocational education is an important part of the national education system and human resources development system. It is not only related to the people’s needs for a better life through high-quality employment, but also an important starting point for promoting the construction of a strong country with human resources.

On the occasion of the National People’s Congress and the National People’s Congress in 2022, CNR invites deputies to the National People’s Congress, members of the Chinese People’s Political Consultative Conference, and education experts to be guests at CNR to watch education together. On March 11, China Central Broadcasting Network had a dialogue with Lan Tao, Chairman of Guangxi Intium Education Technology Co., Ltd., and Zhu Xiongzhi, Deputy General Manager, to discuss “5G+AI Technology Empowerment, Boosting the Reform and Development of Vocational Education”.

CNR: In recent years, there have been more and more discussions on vocational education. How do you view the current development of vocational education?
Lan Tao: Understanding and correcting deviations is the forerunner of industrial development. More public discussions allow us to more and more deeply understand the strategic position of vocational education with “broad future and great potential”. We are delighted to see that more and more fellow travelers are working together towards the direction of serving development and promoting employment, and striving to cultivate high-quality laborers and technical and skilled talents.
We believe that with the continuous introduction of the new policies for vocational education, the social atmosphere, infrastructure and school-running conditions for the development of vocational education in the future will be further optimized, the integration of industry and education and school-enterprise cooperation will be further deepened, and the development of vocational education will surely usher in a new era. The climax will effectively reverse the deviation of my country’s labor supply and the structural unemployment of young people.
CNR: What do you think of the voice that vocational education is a “concentration camp for poor students”? What do you think is the key to improving vocational education?
Lan Tao: “Vocational education is a ‘concentration camp for poor students'”, which itself is a kind of “score-only theory”, a rigid idea of taking test scores as the only evaluation standard for talents. When we talk about vocational education, we are talking about how a person grasps the opportunities and challenges of personal and social development from the age of 18 to 60. Therefore, the key to the improvement of vocational education is to help students of any age and any occupation, rather than to define the so-called good students or poor students.
In recent years, the state has been committed to the cultivation of technical and skilled talents and increased support for vocational education. We adhere to the core value of “innovation, sharing and common growth”. Provide a better guarantee of human resources for the sustainable and healthy development of the economy and society.
Central Broadcasting Network: High-quality vocational education trains students, not only to teach people, but also to teach things, not only to learn culture, but also to learn technology. What models do we have in talent education and training?

The construction of vocational teachers is weak, and there is a large number of “double-qualified” teachers. The notch is the crux of the matter. Therefore, optimizing the vocational education teacher training and training system, innovating the teacher employment system, and strengthening the construction of the “double-qualified” teacher team have become the common voice of the society and the education circle.
In my opinion, efforts can be made from two aspects: internal talent training and external talent introduction. Internally, increase the investment in the training of in-service teachers, formulate and improve the training system, and promote the normalization of teacher training; externally, we can innovate the teacher employment system, establish a flexible personnel management mechanism, and appropriately expand the team of part-time teachers. Taking me as an example, I have nearly 20 years of experience in Internet vocational education entrepreneurship, investment and listed company management. I have practical experience in enterprise development and experience in project operation and management methods. Analysis, solutions, etc., have been invited to conduct professional technical seminars and entrepreneurial experience sharing in the government and key colleges and universities. During my tenure as an adjunct professor in several universities, I formed a corporate mentor resource pool with other highly skilled and experienced high-skilled talents selected and hired, and formed a scientific and technological innovation team with experts and teachers in the school. “In terms of the reform of the teacher talent training model, this is an innovative and effective attempt, which can help colleges and universities create a concept of high-quality professional teachers with superb professional ability and high level of education.
CNR: The Central No. 1 document proposes to vigorously carry out skills training for migrant workers’ employment and training for new occupations and new formats, which also involves the construction of rural vocational education and online training. What are our core advantages in network training vocational education?
Zhu Xiongzhi: When migrant workers carry out vocational education, there are generally problems such as short training time, outdated training content, low training funds, and small training scale. We have the following two major advantages in network training vocational education:
First of all, the advantage of learning experience: We have been deeply involved in medical vocational education for nearly 20 years, and have accumulated rich teaching and training experience. We use AI technology to empower medical education. Lan Tao: The power of science and technology is helping the industry to improve the level of education intelligence and promote the reform of vocational education. “Building a high-quality education system” and “enhancing the adaptability of vocational education” are listed as one of the main tasks during the “14th Five-Year Plan” period. We use cloud computing, big data, 5G+AI technology to break the boundaries of educational scenarios, integrate online learning big data, and build a vocational education lifelong learning cloud platform, which is achieved by adopting advanced technologies such as NLP technology, edge computing, machine learning, and evolutionary algorithms.
