The Verkhovna Rada adopted the law on mobilization in a practically empty hall (VIDEO)

Provisions on demobilization were excluded from the new law on mobilization at the request of the Cabinet of Ministers. To resolve this issue, the government must develop a separate draft law.

“Due to the fact that the subject of the right of legislative initiative – the Cabinet of Ministers of Ukraine – made a decision and sent letters, which you can already find, they were sent to the Verkhovna Rada of Ukraine, with a request to remove these issues and instruct the government to develop a separate bill related to dismissal,” said MP and member of the Verkhovna Rada Committee on National Security, Defense and Intelligence Fyodor Venislavsky in an interview with Obozrevatel.

At the same time, he pointed out that during the war there could be no demobilization in the country, so we could only talk about additional conditions for dismissal.

“I would not use the term “demobilization” here; it is not used at all in war conditions, since demobilization is the transfer of everything in general to a peaceful way, and until the end of the war we can only talk about additional grounds for dismissal from military service of certain categories of military personnel who carried out combat missions for a certain period of time,” the politician explained.

According to Venislavsky, the Cabinet of Ministers should develop a law that will regulate the issue of dismissal from military service of military personnel who are fighting.

The Rada adopted “in general” the draft law on mobilization, but all provisions that related to demobilization were removed from the document. The decision was supported by 283 people’s deputies.

Speaker of the Ministry of Defense Dmitry Lazutkin commented on the exclusion of such an important norm for the military. According to him, demobilization is a peaceful process, but the war continues, and the possibility of further escalation cannot be ruled out. At the same time, he indicated that work is underway on a separate bill that will set deadlines for the demobilization of the military and the conditions for this process.

In addition, the Ministry of Internal Affairs will transfer data on the cars of enterprises and citizens so that they can fulfill their military transport duties.

This provision is contained in the draft law on mobilization, which was supported by the Rada:

– the enterprise is obliged to ensure the delivery of vehicles and equipment to the military unit in the event of mobilization;

-how many cars will be mobilized in each region will be determined by the local administration;

– vehicles can be taken away if a person has more than one;

-the obligation will also apply to tractors and other agricultural machinery;

-They must be returned a month after demobilization is announced.
