By 138 votes in favor, 1 against and 2 abstentions, the Chamber of the Chamber approved resolution 921. The text asks the President of the Republic to instruct the Electoral Service in order to create and implement an electronic registration system. The idea is to avoid the repetition of table members, with a period of at least two election periods.
The request specifies that, today, Law 18,700, on popular votes and scrutiny, establishes that the members appointed by the Electoral Boards will exercise this function for four years. Likewise, it indicates that they will act in all electoral or plebiscitary events that take place until before the next ordinary election for which they were designated.
This article, although effective in ensuring the participation of table members in electoral processes, also generates the constant repetition of the people who perform the work of members. This can lead to exhaustion, overload in the assignment of civic responsibility and demotivation of citizens who assume this important responsibility.
Citizen participation
The resolution calls for promoting greater citizen participation in elections and plebiscites. In addition, it calls for guaranteeing the rotation and diversity of table members, to strengthen transparency and trust in the electoral process.
For these reasons, the document maintains, the implementation of an efficient system of registration and non-repetition of table members will increase citizen confidence in electoral processes.
Said mechanism would ensure greater participation of society in the supervision and transparency of said processes.
The resolution concludes that it is necessary to promote the renewal and diversification of table members, with the aim of reflecting the representativeness of society in the administration of electoral acts.
