The Trump administration reached a $1.22 billion settlement with German energy company RWE to cancel three U.S. offshore wind leases, bringing federal lease buyback spending to nearly $4 billion this year as the White House pushes to redirect clean energy resources into domestic fossil fuel projects.

RWE Relinquishes Seven Gigawatts of Wind Power Rights

German energy company RWE agreed to walk away from its wind power projects under development off the coasts of New York, California, and Louisiana. The cancellation agreement erases wind power leases that could have generated about seven gigawatts of electricity, which is enough to power more than five million homes. Following the settlement, the company holds no remaining U.S. offshore wind leases.

The company stated that its leases involved years of planning, investment, and federal partnerships, but shifting regulatory conditions altered the viability of the projects. After careful consideration, it was determined there is no path forward to permit these projects in the U.S. for the foreseeable future, the company noted in a statement explaining why it resolved its legal claims for $1.22 billion.

Shifting Capital From Turbines to Natural Gas Infrastructure

As part of the fifth and largest offshore wind cancellation agreement struck this year, RWE will redirect its capital toward domestic fossil fuel infrastructure. The firm plans to invest $900 million to acquire a 16 percent stake in an unnamed Louisiana liquefied natural gas project, alongside a $300 million turbine reservation agreement to develop a pipeline of 15 natural gas peaker plants across the United States.

The arrangement follows a pattern established by the administration this year after federal courts thwarted earlier attempts to halt offshore wind development through executive action. Other energy players have accepted similar buyouts.

Clashing Perspectives on Energy Security and Consumer Costs

Interior Secretary Doug Burgum defended the buyout strategy, arguing that the administration’s actions promote reliable baseload power and lower costs without utilizing federal funds. ZERO taxpayer money will be spent, Burgum said. It’s a dollar-for-dollar repurposing of RWE’s own money.

Congressional critics sharply condemned the agreement. Senate Minority Leader Chuck Schumer characterized the lease cancellations as a financial boon for fossil fuel interests at the direct expense of utility customers. Trump is again spending billions of taxpayer money to limit the U.S. energy supply in favor of exporting more energy to countries like China, Schumer wrote.

Legal Challenges and Outstanding Leases

The mounting series of buyouts has triggered legal retaliation from state officials. A coalition of seven states, including New York, filed lawsuits challenging the TotalEnergies arrangement as an improper use of settlement funds and executive authority, with New York Attorney General Letitia James describing it as a “sham deal” and illegal agreement. California officials have also signaled intentions to sue over the cancellation of regional wind development off its coastline.
