The organization stated in a report that “Turkish border guards shoot indiscriminately at Syrian civilians on the border with Syria, torture and use excessive force against asylum seekers and migrants trying to cross into Turkey.”

“The Turkish government should open an investigation and hold accountable the border guards implicated in these gross human rights violations, including unlawful killings, and end the longstanding impunity for these violations,” she added.

The organization called on the Turkish authorities to “urgently issue standard instructions for all border guards, stressing that firearms are used only when absolutely necessary and as a last resort in response to a threat to life.”

It also called on it to “conduct an urgent comprehensive review of its border security policies.”

“The arbitrary killings of Syrians are the most egregious, and are part of a brutal pattern by Turkish border guards without the government effectively addressing or investigating,” said Hugh Williamson, the organization’s Europe and Central Asia director.

Since the beginning of 2023, the Syrian Observatory for Human Rights has recorded 11 deaths and 20 injuries on the Syrian-Turkish border at the hands of Turkish border guards.
