The British Foreign Office announced 38 new sanctions on Thursday, October 8, targeting individuals and entities involved in Russian oil transport, military manufacturing, and the circumvention of financial sanctions to sustain Moscow’s war economy. The measures are designed to disrupt Moscow’s “shadow fleet” and restrict the country’s access to international financial channels and military supply chains.
This latest package of designations aims to squeeze the Russian war economy by focusing on oil revenue, the facilitation of military manufacturing, and the circumvention of existing financial service restrictions.
Targeting Oil Exports and Financial Networks
The sanctions package specifically identifies 12 additional oil tankers that the United Kingdom alleges are operating as part of Russia’s shadow fleet. These vessels are accused of assisting Moscow in evading established sanctions on oil exports.

The government has moved against the digital infrastructure suspected of supporting illicit financial activities. This includes three cryptocurrency exchanges and two payment platforms. According to British authorities, two of these entities were involved in processing and facilitating transactions for the A7 illicit finance network, a move intended to bypass standard financial regulations.
Military Supply Chains
The measures also address the procurement of technology essential for the ongoing conflict. Seventeen entities and individuals have been sanctioned for their roles in supplying goods deemed critical by the UK, the United States, and the European Union. These include Russia-based importers of electronic components, machine tools, and materials specifically utilized in the production of drones and missiles.
Diplomatic Response
The Russian embassy in London issued a statement via the state news agency RIA Novosti regarding the new measures. The embassy claimed, Each new sanctions package is intended to demonstrate the resolve of the British authorities, but in reality it highlights the ineffectiveness and futility of the course they have chosen.
