Ukrainian President Volodymyr Zelenskyy expressly welcomed the Council of Europe’s decision to give Ukraine broad support. “The Council of Europe has made an important decision: the final resolution of the summit in Iceland supports the Ukrainian peace formula,” Zelenskyy said in his nightly video address on Wednesday. “It is important that Europe is so united in the interests of an honest peace plan.” He thanked all the heads of state and government of Europe and all member states of the Council of Europe for their position.

At the end of their summit meeting in Reykjavik, the 46 states of the Council of Europe clearly sided with Ukraine in the fight against Russia. They passed a register of war damage in Ukraine, demanded the return of all children deported to Russia and advocated a special tribunal. The damage register is intended to document the destruction in the country attacked by Russia so that Russia can be held accountable. The register is seen as the first step towards possible compensation payments to Ukraine.

It was only the fourth summit of the group of states in its more than 70-year history. More than 30 heads of state and government attended.

The positions of the Council of Europe are helpful for Ukraine’s fight against Russia. “On the basis of this consolidation, we will further limit the possibilities of the terrorist state (Russia) to continue its aggression and further increase our ability to bring about justice, liberate our country and save our people,” the Ukrainian leader said.

Zelenskyj’s peace formula includes, among other things, the demand for a complete withdrawal of all Russian troops from the occupied areas of Ukraine, including the Crimean Peninsula. In addition, the peace formula also provides for demands for reparations from Russia and plans for an international tribunal in Moscow for the politicians and military officers responsible for the war.
