DUBAI, Dec. 11 (Xinhua) — United Nations (UN) Secretary-General Antonio Guterres on Monday urged developed countries to fully honor their commitments to combat climate change.
“We need all commitments made by developed countries on finance and adaptation to be honored, in full and in a transparent manner,” he said at the 28th Conference of the Parties to the Framework Convention United Nations Conference on Climate Change (COP28).
“Many developing countries are crumbling under the weight of debt, they have no fiscal margin and are struggling in climate chaos,” said Mr. Guterres.
Delegates from around the world have gathered in Dubai, United Arab Emirates, for COP28 which takes place from November 30 to December 12.
“We are in a race against time,” warned Mr. Guterres, who called for action to address climate change.
The UN chief also called for multilateral cooperation to address this common challenge facing humanity.
“In our fractured and divided world, COP28 can show that multilateralism remains our best hope for tackling global challenges,” he continued.
On climate actions, Mr. Guterres said shared but differentiated responsibilities must be taken into account, as well as the national capacities and circumstances of different countries.
Regarding the transition to a more environmentally friendly future, the UN Secretary-General said that “governments must also guarantee support, training and social protection to those who could be negatively affected.”
“We need increased capital and business model reform for multilateral development banks to significantly increase direct aid, and we need to mobilize significantly more private funds at reasonable rates to support donor efforts. developing countries on climate action,” he added.
“Governments must leave Dubai with a good understanding of what is needed between now and (COP30 in) Brazil,” concluded Mr. Guterres. END
