US Eyes E3 Nations as Europe Representatives for Ukraine War Talks

Washington has zeroed in on Germany, France, and the United Kingdom as the most probable representatives of European interests in potential negotiations over the war in Ukraine, according to reporting by the Financial Times.

The E3 Framework and Kyiv’s Prior Approval

The diplomatic architecture relies on the existing E3 format, bringing together three of the continent’s most influential capitals.

Smaller European nations worry that leaving the heavy lifting entirely to the E3 risks freezing them out of a process that directly impacts their security architecture.

The Battle Over a Seat at the Table

Before arguing over who holds the microphone, diplomats point out a more fundamental hurdle. The primary task is ensuring that Europe actually secures a meaningful chair at the negotiation table in the first place.

“Пока что мы постараемся придерживаться E3. В какой-то момент, если речь идет о очень серьезных переговорах, для отношений Украины с ЕС и снятия санкций потребуется участие европейских институтов.”

Moscow, meanwhile, continues to play down the role of European capitals in early-stage maneuvering. Presidential aide Yury Ushakov stated on October 28 that Europe would not initially be invited to the negotiating table, maintaining that such representation would be decided at a much later stage. That stance sits in tension with Kremlin press secretary Dmitry Peskov’s earlier remarks from October 23, where he acknowledged that a four-sided format including European participants could not be entirely ruled out.

What Lies Ahead for Continental Diplomacy

Washington has not issued a final, binding decision on how the final negotiating delegation will look. While the E3 format offers a streamlined channel for American and Ukrainian interlocutors, the broader diplomatic fallout across the continent is only beginning to brew.
