According to Slim Kaâbi, manager of the RAI office, the new investment law of September 30, 2016 and the implementing decrees were not clear enough to satisfy young promoters.

“The Tunisian investment body created in 2016 should have been an adequate solution for any promoter. However, it would only intervene for megaprojects exceeding the cost of 15 million dinars. On the other hand, the House of the investor, proposed for a long time, should assist the creators of projects in their relations with the public administrations”, explains Kaâbi.

Training of skilled workers

Any project, he said, once created, would immediately need skilled workers, holders of diplomas or work certificates. “It should be noted that a worker, with great experience acquired and not having qualifying diplomas, can undergo a test with the Tunisian Agency for Vocational Training in order to be recruited by a company”, mentions the manager of the RAI office.

He said that skilled workers are invaluable capital for the industrial enterprise. “The State has created vocational training centers according to the needs of economic operators, and this, in several sectors including electricity, building, auto mechanics, clothing, carpentry, plumbing, air conditioning… »

According to Kaâbi, vocational training must occupy a prominent place among the concerns of Tunisian youth. This training even concerns the baccalaureate holders with a view to training senior technical executives in all specialties.

On the other hand, Slim Kaâbi insists on the importance of building accommodation structures in vocational training centers. It suggests that vocational training centers be provided with accommodation structures for trainees who live far from the centers concerned. “Besides, and for a long time, the auto mechanics training center at Ariana had an accommodation structure for trainees coming from distant governorates. It should also be remembered that the training center in the footwear sector located in the same city trained trainees from Libya in the 1970s”.

The construction of accommodation centers must be included in any program relating to planned regional development. The State has scheduled the creation of a ministry in charge of vocational training to meet the needs of companies that require the recruitment of skilled workers. In addition, a vocational training agency was created in July 1967.

Kaâbi adds that the Ministry of Vocational Training and Employment is called upon to collaborate with the employers’ organization (Utica) in order to design the needs of companies for highly qualified workers.

During the 1970s and 1980s, business leaders were part of the juries for the end-of-training examinations within the said centres.

“Vocational training will allow the creation of projects and the improvement of production, hence the exploration of new markets in the export sector. The information and orientation of young people are very important and even essential in order to overcome unemployment”, he concluded.
