Wave of strong heat: Aurélien ROUSSEAU, Minister of Health and Prevention, and Aurore BERGÉ, Minister of Solidarity and Families, call for the vigilance of all citizens and for particular attention of the most vulnerable

Météo France is forecasting an episode of strong heat over a large part of France for the next few days. Mobilized since the beginning of the summer season to limit the impact of heat waves, the health authorities are strengthening their information and prevention systems and recalling the necessary mobilization of all actors in the field.

In this context, the ministers have also decided to activate, from Friday August 18 at 9 a.m., the national information platform “Heatwave info service” which can be reached on 0800 06 66 66.

According to Météo France forecasts, from Friday August 18, minimum and maximum temperatures should increase over a large part of France. These high temperatures promise to be lasting with peaks close to 40°C in the Mediterranean South and in the Rhône Valley from this weekend. These high temperatures will continue for the first part of next week at least.

On a French scale, this episode promises to be the hottest of summer 2023, and one of the latest with such a level of intensity for a summer season.

“We must collectively be extremely vigilant in the face of this episode of heat wave, which arrives later this summer and which promises to be the hottest of the summer season. The departments of the Ministry, the Regional Health Agencies and all the partners are mobilized to deal with the situation. The protection of our elders, young children, and more broadly disabled or isolated people, is also at the heart of our concerns and concerns us all” Aurélien ROUSSEAU, Minister of Health and Prevention.

“600,000 French people are welcomed in 7,500 nursing homes. Since the heat wave of 2003 which claimed the lives of 10,000 French people, a heat wave plan has been deployed in all establishments. It has been reinforced with the registration of elderly people at home in municipal registers to facilitate their information, monitoring and care. I invite all French people to show the greatest solidarity with their parents, grandparents or neighbors during heat waves and episodes of heat waves and I salute the work and commitment of staff in nursing homes or at home” Aurore BERGÉ, Minister of Solidarity and Families.

The Ministry of Health and Prevention, the Ministry of Solidarity and Families as well as the regional health agencies prepare each year, with all their partners, to deal with the risk of a heat wave using, in particular of a heat wave management plan active since June 1st.

Strengthening the mobilization of health authorities

In anticipation of this heat wave, the ministers have decided to mobilize ARCOM so that spots will be broadcast tomorrow on television and radio stations recalling prevention advice.

In this context, the Minister has also decided to activate, from Friday August 18 at 9 a.m. and until the end of the heat wave episode, the toll-free Heatwave info service number:

This telephone platform provides advice on how to protect yourself and those around you, especially the most fragile, and how to adopt the right reflexes in the event of high temperatures.

Special attention to vulnerable groups

Care and medico-social staff are on alert and attentive to the protection of the most vulnerable in the face of heat, whether they are in nursing homes or at home. Thus, for the former, increased monitoring is carried out and continuous hydration awareness throughout the day is ensured. For the latter, the town halls via their CCAS, essential partners in the fight against the heat, activate their heat wave register to ensure daily contact with the elderly and isolated people identified in their municipality.

Heat wave, high temperatures: adopt the right reflexes!

The health authorities recall the main advice to protect themselves and those around them, in particular the most fragile in the event of high temperatures:

Stay cool (at home or in a cool place)

Drink water (without waiting to be thirsty)

Get your body wet

Close shutters and windows during the day, ventilate at night

Choose gentle and effortless activities

Eat fresh, balanced and in sufficient quantity

Avoid alcohol

Take news of your loved ones and the most fragile

FOCUS TRAVELERS

During this period of departure and return from vacation, if you have to take the road:

Avoid driving during the hottest hours and take more frequent breaks than usual, in the shade or in cool places;

Never leave children alone or unsupervised in the car.

For all your trips (road, train, etc.):

Be particularly vigilant with frail or elderly people;

Carry sufficient quantities of water and drink (or give to drink) water regularly. Do not hesitate to use the water points or the water fountains available in the stations or on the motorway service areas;

Cool down and wet your body (at least your face and forearms) several times a day, for example using an atomizer;

For the trip, it is recommended to dress lightly, preferring loose, light, light-coloured clothing;

If you see someone feeling unwell, call 15 immediately.

To accompany you on the road, prevention messages will be broadcast on illuminated signs and on motorway radio stations (107.7FM) in the departments concerned.

Finally, the authorities are calling for everyone’s solidarity with the most vulnerable people, in particular the elderly, disabled or isolated, as well as over-exposed people, including the homeless. If you notice any discomfort, contact 15 without delay.

All public authorities are mobilized to limit the health impact of this heat wave.
